Preparing for the 2016 DCF: Knowledge sharing and mutual learning through monitoring, review and accountability of development cooperation
In its 2012-2014 cycle, the DCF has provided concrete suggestions on how a multi-layered framework for monitoring and review of development cooperation could function as an integral part of the monitoring, review and accountability of the wider post-2015 development agenda. Particular emphasis was put on promoting knowledge sharing and mutual learning for better development results.
In preparation for the 2016 DCF, the Forum builds on this effort and continues to provide practical guidance to advance monitoring, review and accountability of development cooperation at all levels. Special emphasis is put on knowledge sharing and mutual learning on how to deliver on an increasingly complex set of global commitments on development cooperation. Through innovative analytical work and dedicated policy debate, the DCF will support development cooperation actors in their efforts to make and promote progress.
A scoping study conducted in fall 2014 on monitoring, review and accountability for development cooperation to support implementation of a post-2015 development agenda generated a comprehensive set of proposals for how to address changes and challenges in adapting existing mechanisms and review processes for better development results in a post-2015 setting. Its findings also provided a strong rationale for aligning better different global commitments, including those from the Monterrey and Rio processes on financing and other means of implementation.
The scoping exercise is also guiding preparations for the 4th national mutual accountability survey, to be rolled out in 2015. Building on this scoping exercise, the 2015 DCF Republic of Korea High-level Symposium highlighted the importance of integrated monitoring, review and accountability for development results at all levels to deliver on the ambitious set of inter-linked commitments on development cooperation envisaged by the post-2015 development agenda. Deliberations in Korea were informed by policy briefs on monitoring and review of development cooperation and on the suitability of different development cooperation modalities for greater effectiveness and impact.
In follow-up to the DCF Republic of Korea Symposium, and with the support of UKAID, a range of additional briefs on monitoring the impact and effectiveness of private and blended development cooperation and monitoring of development cooperation at local level, including citizen-led efforts, will inform the DCF Uganda High-level Symposium in November 2015. The Uganda event will focus on ways to motivate, support and shape development cooperation as a critical means of implementation in the post-2015 era.
