I am pleased to welcome you to the high-level side event on Strengthening Synergies, Maximizing Co-benefits.
The multiple linkages between the 2030 Agenda and the Paris Agreement, indicate that integrated and synergistic implementation of both agendas would lead to many benefits.
Policies and partnerships must be designed to work together, to achieve synergies and reduce or eliminate the trade-offs.
That is why UNDESA and the UNFCCC secretariat have teamed up on the matter. That is why, in collaboration with many partners, we co-organized the first global conference on strengthening synergies between the 2030 Agenda and the Paris Agreement in Copenhagen, in April this year.
I am pleased to share with you today the official summary of the conference. Launched last month, the summary presents a set of concrete recommendations on how to advance joined-up implementation of the 2030 Agenda and the Paris Agreement.
Our message is clear: A strong connection between the implementation of the Paris Agreement and the 2030 Agenda provides the world’s best opportunity for positive, systemic change. This is the path to ensure a sustainable and inclusive development, in a healthy environment, for present and future generations.
Ladies and Gentlemen,
Despite considerable efforts, we are not on track to meet the SDGs by 2030, and we are at risk of losing the window opportunity of keeping the global temperature rise within 1.5°C above pre-industrial levels.
Looking around the world, hunger is on the rise. The rate of poverty reduction has slowed. Inequalities are increasing, and the negative trends in biodiversity loss and green-house gas emissions continue unchecked.
Too many people remain vulnerable, including those in small island developing states, least developed countries and landlocked developing countries. We must step up, raise ambitions and scale up action.
The newly released Global Sustainable Development Report, prepared by an Independent Group of Scientists, also reminds us that the need for action is urgent. The Report argues that, to achieve the 2030 Agenda, we must strategically leverage our knowledge of the interlinkages across goals and targets.
The Report identifies six entry points where these interlinkages are particularly strong – where our actions can unlock powerful synergies – but where we must also consciously manage equally powerful trade-offs.
The window for action is small, just a decade, and the need is urgent. The way forward is also clear. All we need now is to get it done!
That is why today’s event could not be more timely.
Our discussion will focus on ways to leverage policies, programmes, multi-stakeholder action, and partnerships to advance the:• SDGs,• Paris Agreement,• Sendai Framework for Disaster Risk Reduction, and• other global frameworks to maximize co-benefits and leave no one behind.
Taking a synergistic approach is the only way to tackle the climate emergency. It is the best way to ensure that the world’s most vulnerable groups — women, persons with disabilities, older persons, youth, refugees and migrants – are not left behind.

To accelerate the achievement of the 2030 Agenda, the SDG Summit – held during the recent high-level week of the General Assembly – called for a Decade of Action to deliver on the SDGs.
We are at a critical juncture. Next year will be a decisive year for scaling up climate action, including by enhancing Nationally Determined Contributions.
We will also leverage two important global conferences next year. One on sustainable transport in May in Beijing, and on the ocean in June in Lisbon – to catalyze further action.
Today’s discussion will also be an important waystation towards the second global synergies conference next year.
I wish to express my appreciation to all panel participants, and hand over the floor to Mr. Ovais Sarmad, Deputy Executive Secretary of the United Nations Framework Convention on Climate Change (UNFCCC) representing our co-organizers, to kick off the discussions.
