Closing Remarks Special Meeting of the Economic and Social Council on “Towards sustainable, resilient and inclusive societies through participation of all”

Your Excellency President of ECOSOC,Excellencies,Distinguished Delegates,Ladies and Gentlemen,

I would first like to thank you Madame President for your kind invitation to this important meeting. I also wish to commend you for making resilient and inclusive societies, and participation of all, the focus of your Presidency, which has culminated with this special meeting of ECOSOC today. Participation of all is critical for implementation of the 2030 Agenda. This is why the SDGs include the target on participatory decision making.

We face immense challenges, and it is clear that no one sector, constituency, or level of government has the capacity to solve these challenges alone.

We all must work together to implement the 2030 Agenda and the Sustainable Development Goals. We must forge and formalize partnerships between national and local governments, between public institutions and people, between NGOs and the private sector, between academia and civil society, to name just a few. And we need to establish support and follow-up mechanisms to ensure the success of these partnerships as a means of implementation to advance the 2030 Agenda.

Beyond partnerships, governments and institutions must work differently. They need to inform, consult and listen each offer. We have learned today of the immense opportunities to use new technologies and platforms to facilitate this collaboration.

We must also look to established practices, such as participatory budgeting, and find ways to scale them.

Ladies and Gentlemen,

The cornerstone of the 2030 Agenda is the promise to leave no one behind.  The success of the Agenda depends on it.

Creative solutions were discussed today which offer much hope for the future. Yet, we must be careful to ensure that the engagement and participation of all, is imbedded into permanent and far-reaching structures and institutional frameworks.

I will close by highlighting three aspects of participation for all, which are critical to the achievement of the 2030 Agenda.

First, we must view the participation of all as an asset. It enriches our discussions, brings localized knowledge of issues and challenges, adapts responses to needs and realities, catalyses creative solutions, and ensures the success of implementation of the 2030 Agenda and its interlinked Sustainable Development Goals.

Second, we must highlight the importance of communication and outreach. We shall find more effective ways to communicate the challenges our world is facing, and how the implementation of the SDGs will address these challenges.

Third, we must understand that the engagement of all means also the responsibility of all. We must all aim to have strong and responsive governments and institutions at all levels. This means enhanced stakeholder consultation and engagement in our various fields and workstreams, and the need to work together in a coherent and mutually reinforcing way.

Your discussions today have certainly made an important contribution to this topic. It will be a valuable input to the deliberations at the forthcoming High-Level Political Forum.  I urge you all to convey these recommendations and best practices during its session this coming July.
