Closing Remarks at Fourth Preparatory Committee (4th PrepCom) Session for the Fourth International Conference on Financing for Development (FFD4)

Excellencies, 
Distinguished Delegates,

As we conclude the first segment of the Fourth Session of the Preparatory Committee for the Fourth International Conference on Financing for Development, I deeply appreciate the strong sense of commitment that has enriched our discussions over the past two days.
 
It is increasingly clear that addressing our shared, interconnected challenges demands robust multilateral engagement.
 
These collective challenges cannot be tackled by individual countries alone — not only because of their scale, but more fundamentally because they affect all of us. These challenges demand coordinated, inclusive, and concerted actions.

Multilateralism, at its core, is about collaboration — and the urgency to renew our commitment to this principle has never been greater.
 
Throughout our discussions on the international financial architecture, a clear message emerged: countries must work together to shape a global financial system that truly reflects the perspectives, priorities, and needs of all.
 
Our conversations on debt underscored the urgent need for collaboration. Countries must come together to support a debt architecture and resolution process that does not deprive any nation of the resources essential for its development.
 
Similarly, the importance of global collaboration was evident in our discussions on equitable access to technology and innovations that can meaningfully improve lives and well-being.
 
In our exchange on domestic public resources, it became clear that international collaboration is vital to empower developing countries to mobilize revenue effectively — including through strengthened international tax cooperation.
 
Our discussions on international development cooperation and private finance highlighted the value of a broad coalition — from multilateral development banks to businesses, from traditional donors to emerging partners — working together to scale financing and enhance its impact.
 
Finally, in our dialogue on trade, it was evident that a fair, inclusive trading system must be built on collaboration — so that developing countries can fully benefit from the transfer of capabilities, the exchange of knowledge, and the shared prosperity that trade can bring.

Let us carry this spirit of collaboration into the negotiations for the FFD4 outcome document. Let us find bridging proposals to address the profound financing for development challenges before us.
 
May we arrive in Seville united by a common vision for a sustainable, inclusive future we aspire to achieve — one where no one is left behind.
