Concept Note – Stockholm International Donor Conference on the Humanitarian situation in the Palestinian Territories

The International donor conference in Stockholm will address the urgent humanitarian situation in the Palestinian Territories. The Governments of Sweden, Norway and Spain are co-hosting the conference in close consultation with the United Nations and the Palestinian President Mahmoud Abbas. The conference is a follow-up to a technical meeting on the same topic held in Geneva on 14 July 2006.

The United Nations will present an assessment of the humanitarian situation and the Palestinian President's office will inform about the pressing humanitarian needs. The UN appeal, launched in May, is far from fully covered and the needs have increased since the appeal was launched.

To encourage the international community to respond to the immediate needs, the conference in Stockholm will focus on humanitarian access, relief and early recovery.

Based on the assessments of humanitarian needs presented by the United Nations, in co-operation with the Palestinian President's Office, the main purposes of the conference is to mobilize financial resources to cover the UN appeal and to raise awareness regarding the need of early recovery operations in the Palestinian Territories.

The outcome of the conference should reflect a deeper understanding of the humanitarian situation in the Palestinian Territories and a commitment of the International community to contribute financially to relief and early recovery.
