"There is an inflation of plans for the Middle East," said Ron Prosor, Minister-Counsellor for Political Affairs in Israel. "The problem now is the implementation phase."

An end to Palestinian violence against Israelis is the critical first step on the road to peace, he added. The Palestinian Authority’s Minister of Foreign Affairs, Nabeel Shaath, disagreed. "The first item of the Road Map is a ceasefire and the second item is the implementation of the ceasefire," he said. The biggest stumbling block to peace in the region according to Marwan Jamil Muasher, Jordan’s Minister of Foreign Affairs, is the "mincing of words".
