SUMMARY STATEMENT BY THE SECRETARY-GENERAL ON MATTERS OF

WHICH THE SECURITY COUNCIL IS SEIZED AND ON THE

STAGE REACHED IN THEIR CONSIDERATION

Addendum

Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.

The list of items of which the Security Council is seized is contained in document S/13737 of 11 January 1980.

During the week ending 23 February 1980, the Security Council took action on the following items :

By a note dated 8 February 1980 (S/13784), the Secretary-General circulated the application of Saint Vincent and the Grenadines for admission to membership in the United Nations contained in a letter dated 8 January 1980 from the Prime Minister of Saint Vincent and the Grenadines addressed to the Secretary-General.

The Security Council considered the application at its 2197th and 2198th meetings on 19 February 1980.

At the 2197th meeting, the President, in accordance with the provisions of 59 of the Council's provisional rules of procedure and in the absence of a Proposal to the contrary, referred the application of Saint Vincent and the readiness to the Committee on the Admission of New Members for consideration and report.

At the 2198th meeting, the President, with the consent of the Council, invited the representatives of Saint Lucia and Trinidad and Tobago, at their request, to participate in the discussion without the right to vote.

At that meeting, the Council had before it the report of the Committee on the Admission of New Members (S/13805), unanimously recommending to the Council a draft resolution concerning the application of Saint Vincent and the Grenadines.

The Security Council voted on the draft resolution contained in paragraph 3 of the report and' adopted it unanimously as resolution 464 (1980).

Resolution (1980) reads as follows:

The Security Council,

Having examined the application of Saint Vincent and the Grenadines for admission to the United nations (S/13784),

Recommends to the General Assembly that Saint Vincent and Grenadines be admitted to membership in the United Nations.

The Security Council resumed its consideration of the item at its 2199th meeting, held on 22 February 1960, on the basis of requests contained in letters dated 15 February 1980 from the Permanent Representative of Jordan to the United Nations (S/13801) and from the Permanent Representative of Morocco to the United Nations (S/13802).

At that meeting, the President, with the consent of the Council, invited the representatives of Cuba, Egypt, Israel, Jordan, Morocco, the Syrian Arab Republic and Yugoslavia, at their request, to participate in the discussion without the right to vote. As requested in his letter dated 21 February 1900, the Security Council extended an invitation under rule 39 of its provisional rules of procedure to the Acting Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People.

The President drew attention to the request contained in the letter dated 20 February 1980 from the representative of Tunisia (S/13813) that the representative of the Palestine Liberation Organization be invited to participate in the debate. He said that that proposal was not formulated under rule 37 or rule 39 of the Security Council's provisional rules of procedure but that if it was adopted by the Council, the invitation would confer on "the Palestine Liberation Organization the same rights of participation as were conferred on Member States invited pursuant to rule 37.

Following discussion, the Security Council adopted the proposal by a vote of 10 in favour to 1 against (United States of America), with 4 abstentions (France Norway, Portugal and United Kingdom of Great Britain and Northern Ireland).

At the same meeting and in accordance with further requests contained in letters dated 20 and 22 February (S/138l4, and S/13819), the Council alto agreed to extend invitations under rule 39 of the provisional rules of procedure to Mr. Fahd Qawasmah and Mr. Clovis Maksoud.

At the request of the representative of Tunisia, it was agreed that the president, in consultation with the Secretary-General, would take certain steps in connexion with the invitation extended at that meeting to Mr. Qawasmah under rule 39 of the provisional rules of procedure.
