  Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.

  The Security Council resumed its consideration of the item at its 4861st and 4862nd meetings, held on 19 November 2003 in accordance with the understanding reached in its prior consultations.

  At the 4861st meeting, in accordance with the understanding reached in the Council’s prior consultations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to Kieran Prendergast, Under-Secretary-General for Political Affairs.

  At the 4862nd meeting, the President, with the consent of the Council, invited the representative of Israel, at his request, to participate in the discussion without the right to vote.

  In response to the request contained in a letter dated 19 November 2003 from the Permanent Observer of Palestine to the United Nations addressed to the President of the Security Council (S/2003/1102), the President, in accordance with the rules of procedure and the previous practice in that regard, invited the Permanent Observer of Palestine to participate in the discussion. 

  The President drew attention to a draft resolution (S/2003/1100) which had been submitted by Bulgaria, Chile, China, France, Germany, Guinea, Mexico, the Russian Federation, Spain and the United Kingdom of Great Britain and Northern Ireland.

  The Security Council proceeded to vote on draft resolution S/2003/1100, and adopted it unanimously as resolution 1515 (2003) (for the text, see S/RES/1515 (2003); to be issued in Official Records of the Security Council, Resolutions and Decisions of the Security Council, 1 August 2003-31 July 2004).
