Withholding of World Bank assistance to the PA/Report of the Special Rapporteur – HRC first special session

Contribution of the World Bank 

 

1. The World Bank would like to complete the picture painted in the report of the Special Rapporteur on the situation of human rights in the Palestinian territories occupied since 1967, Mr. Dugard, to this Council, in which he suggested that aid was being withheld through a prohibition on the transfer of money to the Palestinian Authority, its agencies and projects.
2. This does not apply to the World Bank. The Bank continues to disburse financial assistance to nine ongoing projects being implemented by the Authority, primarily in the social sector, including education. From these ongoing operations, which amount to a total commitment of US$ 97.8 million, US$ 47.5 million remain undisbursed.
3. In addition, the Board of the World Bank will be presented with a new US$ 13 million credit in August to put in place measures to prevent any outbreaks of avian flu.
4. To add to this, the Bank now has a general endorsement to revive the Emergency Services Support Program (ESSP) as a vehicle to address the most urgent needs of the social sectors, particularly the provision of pharmaceuticals and consumables that need to be procured in the next two to three months. This vehicle, through which donors can channel funds – a number of donors have indicated their interest in doing so – will be used to finance non-wage recurrent costs in the Ministries of Health, Education, and Social Services.
