Living conditions of the Palestinian people in the occupied Palestinian territory

Note by the Secretary-General

1. In resolution 46/162 the General Assembly requested the Secretary-General to consider ways and means of improving the living conditions of the Palestinian people in the occupied Palestinian territory and to plan for concerted economic and social actions by the United Nations system (para. 6).  The Secretary-General was also requested to report to the General Assembly at its forty-eighth session, through the Economic and Social Council, on the progress made in the implementation of the resolution (para. 7).

2. As in previous years, responsibility for the implementation of the resolution was entrusted by the Secretary-General to the United Nations Centre for Human Settlements (Habitat).  Accordingly, Habitat engaged the services of two consultants from within the occupied territory to prepare an analytical assessment of the living conditions of the Palestinian people in all the economic and social sectors of the economy and to suggest feasible measures for improving conditions until such time as the Palestinians are in a position to exercise their right to self-determination.  The report of these two consultants is to be submitted as a background/discussion paper to a panel of experts that will meet in Geneva from 28 June to 2 July 1993.

3. The report of the Secretary-General on the implementation of General Assembly resolution 46/162 will be based on the results of the discussions of the above-mentioned panel of experts.  The report is expected to be finalized towards the end of July 1993, in time for submission directly to the General Assembly at its forty-eighth session.
