THE SITUATION IN THE MIDDLE EAST

Letter dated 3 April 1989 from the Permanent Representative of

Spain to the United Nations addressed to the Secretary-General

I have the honour to transmit to you herewith the English and French texts of the statement on the situation in Lebanon issued on 31 March 1989 by the 12 States members of the European Community.

I should be grateful if you would have the text of this letter and the annex hereto circulated as an official document of the General Assembly, under item 37 of the preliminary list, and of the Security Council.

ANNEX

Statement on Lebanon issued on 31 March 1989 by the twelve

States members of the European Community

The Twelve are deeply concerned by the steady deterioration of the situation in Beirut in the last few days, in particular by the continuing bombardment, which is resulting in a very high number of victims among the civil population as well as in widespread destruction in the capital.  They reiterate the terms of their statement of 20 March.  Out of humanitarian concern, they launch a new appeal to the forces involved in the conflict to put an end to confrontation and to permit the emergence of a peaceful solution to the current crisis.

The Twelve join in the recent cease-fire appeal made by the Arab League and urge all parties concerned to observe it strictly.
