LETTER DATED 3 OCTOBER 1990 FROM THE PERMANENT REPRESENTATIVE OF

KUWAIT TO THE UNITED NATIONS ADDRESSED TO THE SECRETARY-GENERAL

On instructions from my Government, I transmit herewith the text of a communiqué issued by the Kuwaiti Council of Ministers concerning statements made by certain leaders of Palestinian organizations.

Communiqué issued on 3 October 1990 by an official spokesman for

the Kuwaiti Council of Ministers concerning statements made by

certain leaders of Palestinian organizations

Further to the remarks made by the representative of the Palestine Liberation Organization at the seminar held recently in Jordan, an official spokesman for the Council of Ministers has issued the following communiqué:

From time to time different news media inform us of statements made by certain leaders of Palestinian organizations concerning the crime committed by the treacherous Iraqi régime against Kuwait. It is truly to be regretted that these leaders have, for one reason or another, thrown themselves entirely into the arms of the criminal Iraqi régime and trumpeted that régime's cause, working diligently to extricate it from its international isolation by adopting so-called initiatives to address the dangerous situation arising as a result of Iraq's occupation of Kuwait. The latest of these alleged initiatives was that launched by the representative of the Palestine Liberation Organization in Jordan, in which he attempted, by way of a favor to the hateful Iraqi régime, to link the withdrawal of Iraqi occupation forces from Kuwait to a solution of the question of Palestine.

In this connection, the Council of Ministers would like to focus attention on the following two points:

1. Kuwait had expected these organizations to adopt a moral position, supporting what is right and condemning the aggression to which the people of Kuwait has been subjected.

2. These organizations have begun to lose their credibility in Arab, Islamic and international circles by virtue of their support, for doubtful reasons, of the Iraqi régime, which has been rejected by the international community because of its iniquitous criminal actions.

In affirming that the only way to halt the deterioration of the explosive situation in the Arabian Gulf – caused by the aggressor Iraq's occupation of Kuwait – is to ensure the full and immediate implementation of the resolutions adopted by the Extraordinary Arab Summit Conference and the Security Council in this connection, the Council of Ministers notes that no hope can any longer be maintained in any effort which falls outside the context of those resolutions. The opportunity still remains for these organizations to revert to what is right and to declare their condemnation and rejection of the occupation of Kuwait and of the practices undertaken by Saddam Hussein's aggressive régime, which have helped to propagate an atmosphere of division and discord in the Arab world.
