Summary statement by the Secretary-General on matters of

which the Security Council is seized and on the stage reached

in their consideration 

  

  

   Addendum 

  

  

  Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.

  The list of items of which the Security Council is seized is contained in documents S/2006/10 of 1 March 2006 and S/2006/10/Add.12 of 7 April 2006.

  During the week ending 22 April 2006, the Security Council took action on the following items:

 

    The situation in the Middle East, including the Palestinian question ( see S/2000/40/Add.39, 44, 46, 47 and 50; S/2001/15/Add.11-13, 34 and 50; S/2002/30/Add.7, 8, 10, 12-15, 17, 23, 24, 28, 29, 37, 38, 45 and 50; S/2003/40/Add.2, 6, 11, 15, 20, 23, 28, 33, 37, 41, 42, 46 and 49; S/2004/20/Add.2, 7, 11, 12, 16, 20, 25, 28, 32, 37, 40, 42, 46 and 50; S/2005/15/Add.1, 6, 7, 9, 11, 15, 19, 23, 28, 33, 37, 41, 47 and 50; and S/2006/10/Add.4, 8 and 12)

 

  By a letter dated 10 April 2006 addressed to the President of the Security Council (S/2006/227), the Permanent Representative of Bahrain to the United Nations, in his capacity as Chairman of the Group of Arab States for the month of April 2006, and on behalf of the States members of the League of Arab States, requested that an immediate meeting of the Security Council be convened to consider “the recent developments in the Occupied Palestinian Territory, including East Jerusalem”.

  By a letter dated 11 April 2006 addressed to the President of the Security Council (S/2006/239), the Chargé d’affaires a.i. of the Permanent Mission of Yemen to the United Nations, in his capacity as Chairman of the Organization of the Islamic Conference Group, requested that an immediate meeting of the Security Council be convened to consider “the recent developments in the Occupied Palestinian Territory, including East Jerusalem”.

  By a letter dated 12 April 2006 addressed to the President of the Security Council (S/2006/240), the Permanent Representative of Malaysia to the United Nations, in his capacity as Chairman of the Coordinating Bureau of the Non-Aligned Movement, expressed support for the request made by the Chairman of the Group of Arab States for the month of April 2006, and requested that an immediate meeting of the Security Council be convened to consider “recent developments in the Occupied Palestinian Territory, including East Jerusalem”.

  The Security Council resumed its consideration of the item at its 5411th meeting, held on 17 April 2006 in response to above-mentioned requests.

  The President, with the consent of the Council, invited the representatives of Algeria, Austria, Bahrain, Cuba, Egypt, Indonesia, the Islamic Republic of Iran, Israel, Malaysia, Pakistan, Saudi Arabia, the Syrian Arab Republic, Turkey, Venezuela and Yemen, at their request, to participate in the consideration of the item without the right to vote.

  In response to the request contained in a letter dated 17 April 2006 from the Permanent Observer of Palestine to the United Nations addressed to the President of the Security Council (S/2006/241), the President, in accordance with the rules of procedure and the previous practice in that regard, invited the Permanent Observer of Palestine to participate in the discussion.

  In response to the request contained in a letter dated 17 April 2006 from the Acting Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, the President extended an invitation under rule 39 of the Council’s provisional rules of procedure to Paul Badji, Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People.

  In response to the request contained in a letter dated 17 April 2006 from the Chargé d’affaires a.i. of the Permanent Mission of Qatar to the United Nations (S/2006/244), the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to Yahya A. Mahmassani, Permanent Observer for the League of Arab States to the United Nations.

  The Security Council resumed its consideration of the item at its 5417th and 5418th (private) meetings, held on 21 April 2006 in accordance with the understanding reached in its prior consultations.

  At the 5417th meeting, the President, with the consent of the Council, invited the representatives of Lebanon and the Syrian Arab Republic, at their request, to participate in the consideration of the item without the right to vote.

  At the close of the 5418th meeting, in accordance with rule 55 of the provisional rules of procedure of the Security Council, the following communiqué was issued through the Secretary-General in place of a verbatim record:

    At its 5418th meeting, held in private on 21 April 2006, the Security Council considered the item entitled “The situation in the Middle East”.

    Pursuant to the decision taken at the 5417th meeting on 21 April 2006, the President, with the consent of the Council, extended an invitation under rule 37 of the Council’s provisional rules of procedure to Fouad Siniora, Prime Minister of Lebanon.

    Members of the Council and the Prime Minister of Lebanon had an exchange of views.
