SUMMARY STATEMENT BY THE SECRETARY-GENERAL ON MATTERS OF

WHICH THE SECURITY COUNCIL IS SEIZED AND ON THE STAGE

REACHED IN THEIR CONSIDERATION

Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.

At its 2494th meeting, held in private on 11 November 1983, the Security Council considered its draft report to the General Assembly, covering the period from 16 June 1982 to 15 June 1983. The Security Council approved the report unanimously.

At its 2495th and 2496th meetings, held on 11 November 1983, the Security Council resumed its consideration of the item, having before it the report of the Secretary-General on the United Nations Interim Force in Lebanon (UNIFIL) covering the period from 13 July 1983 to 12 October 1983 (S/16036).

In addition to those representatives previously invited in accordance with decisions taken at the Council's 2480th meeting, on 18 October 1983, the President, with the consent of the Council, invited the representative of Sudan, at his request to participate in the discussion without the right to vote.

At the Council's 2496th meeting, the President stated that he had been authorised by the members of the Security Council to make a statement (S/16142) on their behalf, the text of which he then read out as follows:

“The members of the Security Council wish to express their profound concern at the recent and current developments in North Lebanon which have caused and are still causing widespread suffering and loss of human life. The members appeal to all parties concerned to exercise the utmost restraint the freely seek to attain, and to respect, an immediate cessation of hostilities, to settle their differences exclusively by peaceful means and to refrain from the threat or use of force. The members of the Council highly appreciate the work of the United Nations Relief and Works Agency for Palestine Refugees in the Near East and of the International Committee of the Red Cross in providing emergency humanitarian assistance to Palestinian and Lebanese civilians in and around the city of Tripoli. The members of the security Council will continue to follow the situation in Lebanon with the greatest attention.”
