Israeli settlements – Letter from USSR

LETTER DATED 12 FEBRUARY 1990 FROM THE PERMANENT REPRESENTATIVE

OF THE UNION OF SOVIET SOCIALIST REPUBLICS TO THE UNITED NATIONS

ADDRESSED TO THE PRESIDENT OF THE SECURITY COUNCIL

Upon instructions from my Government, I have the honour to request that a meeting of the Security Council be convened to consider unlawful Israeli moves to settle the occupied territories. These actions by the Israeli Government run counter to the fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War of 1949, which precludes any changes in the demographic structure of the occupied territories, and to the decisions of the United Nations, and are obstructing the peace effort in the Middle East.

The Security Council should, in our opinion, call upon the Israeli Government not to permit any action which might alter the demographic structure of the occupied territories.
