ANNEX
Communique issued on 11 June 1982 by the Co-ordinating Bureau of Non-Aligned Countries
The Coordinating Bureau of the Non-Aligned Countries met in an urgent session at United Nations Headquarters in New York on June 11, 1982, to consider Israeli aggression against Lebanon.
The Bureau heard statements on the situation in Lebanon. The Bureau recalled decisions of the Ministerial Meeting of the Coordinating Bureau held in Havana, from May 31st to June 5th, 1982.
The Bureau strongly condemned Israel for its acts of aggression against Lebanon's sovereignty and territorial integrity in violation of the Charter of the United Nations.
The Bureau further condemned Israel for its declared aim of eliminating the Palestinian people, particularly those now living in Lebanese territory.
The Bureau recalled Security Council Resolution 509 (1982)which, inter alia: demands that Israel withdraw all its military forces forthwith and unconditionally to the internationally recognized boundaries of Lebanon and demands that all parties observe strictly the terms of paragraph 1 of resolution 508 (1982) which called on them to cease immediately and simultaneously all military activities within Lebanon and across the Lebanese-Israeli border, and the Bureau welcomed the positive response from the Government of Lebanon and from the Palestine Liberation Organization. It condemned Israel for its refusal to comply with, both resolutions.
The Bureau further condemned Israel for its unwarranted and unjustified attacks upon members of UNIFIL in flagrant violation of Security Council Resolutions 425, 426, and subsequent relevant resolutions.
The Bureau called once again for the strict respect of Lebanon's sovereignty, territorial integrity, unity and political independence within its internationally recognized boundaries.
The Bureau also expressed solidarity with the government and people of Lebanon and supported the efforts of the constitutional authorities to re-establish peace and security in Lebanon and their right to reactivate the armistice agreement of 1949.
The Bureau reiterated its solidarity with and full support for the Palestinian people under the leadership of the Palestine Liberation Organization, in its struggle to obtain and exercise its inalienable rights of self-determination, National independence and sovereignty and the establishment of its sovereign independent State in Palestine. The Bureau expressed its solidarity with and support for the heroic resistance of the Palestinian, Lebanese and Syrian peoples against the Israeli aggression.
The Bureau called upon the international community and, in particular, those member States who are in a position to do so, to discharge their international responsibilities by bringing pressure to bear upon Israel to make it comply with Security Council resolution 509 (1982).
The Bureau expressed its profound grief at the tragic loss of life and extensive damage to property and condemned Israel for deliberately obstructing the humanitarian relief efforts by the Red Cross, Red Crescent, United Nations and other international agencies.
The Bureau urged the Security Council to assume its responsibilities under the United Nations Charter and to take appropriate measures to halt the Israeli aggression and to ensure the simultaneous cessation of hostilities and the immediate, total and unconditional withdrawal of Israel beyond the internationally recognized borders of Lebanon.
