Addendum

The Secretary-General has the honor to transmit to the members of the General Assembly the attached addendum to the report of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Population of the Occupied Territories, which was submitted to him in accordance with paragraph 11 of General Assembly resolution 3005 (XXVII) of 15 December 1972.

Sir,

I have the honor to present to you the attached report together with a map of the territories occupied by Israel as a result of the hostilities of June 1967. The map is intended to illustrate the contents of certain parts of the Special Committee's report (A/9148) concerning measures that have been taken by the occupying Power in pursuance of what the Special Committee has concluded is a policy of annexation and settlement of these territories. In addition, the map indicates those areas with regard to which plans have been announced by the occupying Power that reflect the continuation of this policy.

The Special Committee is of the opinion that, in presenting this information in a graphic form, it would be easier to appraise the policy of annexation and settlement of the occupied territories by the Government of Israel and the extent to which it has been implemented. Inasmuch as the Special Committee has relied on uncontradicted reports and statements by members of the Government of Israel and by Israeli leaders for this information, the Special Committee assumes it to be accurate. The Special Committee assumes the full responsibility for the information appearing on this map.

The Special Committee would be grateful if this letter, together with the attached report and map, were circulated as an addendum to its report.

ADDENDUM TO THE REPORT OF THE SPECIAL COMMITTEE

1. In its report to the Secretary-General (A/9148), the Special Committee analyzed evidence in connection with allegations that had been made that the Government of Israel was following a policy of annexation and settlement of the territories occupied by it as a result of the hostilities of June 1967.

2. In giving its conclusions (chap. IV, para. 138), the Special Committee stated that the Government of Israel was still following a policy which is(contrary to the provisions of the applicable international law concerning occupation and is thereby violating the human rights of the population of the occupied territories.

3. In chapter III of its report, the Special Committee cited, by way of illustration, some examples of the evidence in proof of the existence of such a policy. The Special Committee decided that th6 best manner in which the practical significance of this policy could be demonstrated was to present the essence of the information before it in the form of a map. The Special Committee wishes to point out that the attached map does not purport to place the precise geographic location of the settlements and areas reflected therein. However, it is satisfied that the location given is reasonably accurate.

4. The attached map, prepared on the basis of information available to the Committee, reflects the settlements thus far established by the Government of Israel in the occupied territories and those areas referred to in paragraphs 57 to 65, 71 and 79 to 87. This information appears in chapter III, section A, of the Special Committee's report.
