Excellencies, colleagues and dear friends,

My sincerest congratulations on the fifth anniversary of the India-UN Development Partnership Fund.

The COVID-19 pandemic demonstrated in stark terms the need for global, intergenerational solidarity and new ways to cooperate toward the achievement of the 2030 Agenda.

It tested the limits of our existing social contract and is reshaping how we understand our roles and responsibilities in achieving shared goals.

That’s why the $150-million India-UN Fund is so significant.

It represents a distinctive — and successful — example of how we can advance and adapt South-South Cooperation to be timely and responsive to emerging country needs.

Over these five years, the partnership has put the knowledge and expertise of the South at the forefront and encouraged innovation to enhance financing, capacity building and technical cooperation.

Even in the face of the global pandemic, the Fund has continued to advance country-led solutions. The Fund supported the provision of PPE equipment, the digitalization of schools and education and digital solutions for micro and small enterprises. Projects have also placed a spotlight on the most vulnerable, including women, farmers, Indigenous and youth, while also focusing on the transformational impact of South-South Cooperation Fund and investing in digitalization and information and communication technologies to bridge the digital divide. It has supported developing countries as they manage and reduce risk in the immediate term and build long-term recovery and resilience.

The scale and scope of today’s challenges require us to build on such initiatives and intensify our efforts for a just and sustainable recovery.

At the country level, the UN development system is a strong partner in realizing the potential of South-South projects.

And at the global level, platforms like the Development Cooperation Forum, the Financing for Development Forum and the SDG Investment Fair ensure that country-level realities are reflected in global policy and norm setting.

My friends, today’s challenges require exactly this kind of collaboration.

As we celebrate the accomplishments of the India-UN Fund today, I want to thank India for its thought leadership and its commitment to advancing high-impact South-South Cooperation.

Let us use this positive momentum and scale up our commitments to BAPA+40 and the achievement of the Sustainable Development Goals.
