Launch of CTED Third-party Terrorist-asset-freezing Request Contacts Database

The Counter-Terrorism Committee Executive Directorate (CTED) announces the launch of its database of contacts for third-party terrorist-asset-freezing requests, which is intended to facilitate and accelerate the process of making terrorist asset-freezing requests.

Security Council resolution 1373 (2001) provides that all Member States shall freeze, without delay, funds and other financial assets or economic resources of persons who commit, or attempt to commit, terrorist acts or participate in or facilitate the commission of terrorist acts.

The Financial Action Task Force (FATF) has also made a recommendation to this effect.

Terrorists require funds to operate. Without funds, they cannot run their organizations or purchase weapons, equipment, supplies, or services. It is therefore of paramount importance to stem the flow of funds to terrorists and terrorist groups.

In its dialogue with Member States on behalf of the Counter-Terrorism Committee, CTED has identified an urgent need to strengthen communications between Member States in initiating and processing terrorist asset-freezing requests.

The CTED database provides the following information:

1. Name of authority designated to receive terrorist asset-freezing requests from foreign jurisdictions;
2. E-mail address;
3. Telephone number;
4. Fax number;
5. Acceptable languages;
6. Website address, where available;
7. Request form, if any.

In order to ensure that the database is kept up to date, designated asset-freezing authorities will be able to create their own password and update their information at any time.

For security purposes, the database is accessible only by designated national authorities authorized to receive asset-freezing requests from foreign jurisdictions. Designated authorities are therefore encouraged to take appropriate action to enable other national Government agencies to obtain relevant contact information when making an asset-freezing request to a foreign designated authority.

States are requested to ensure that asset-freezing authorities have an appropriate data security policy in place.

CTED encourages all Member States to enter or update the relevant information in accordance with the following technical instructions:

• • Member States (authorities designated to receive foreign asset-freezing requests) that have already provided relevant information, including an e-mail address:
    1. Once CTED has verified your e-mail address, you will receive an e-mail from c…@un.org with “uncted Asset Freezing Contacts Database – Access Invitation” as the subject line. Follow the link provided in the e-mail to accept the invitation and create your password.
    2. On the “Add password” screen, enter your new password twice and click “Update”. You will then be redirected to the database, where you can begin to insert the relevant information.
  • Member States (authorities designated to receive foreign asset-freezing requests) that have not yet provided any information or have provided relevant information, but no e-mail address:
    1. Send your contact e-mail address to your country’s Permanent Mission to the United Nations in New York, requesting that it send your contact e-mail address from its official e-mail address to c…@un.org.
    2. Once CTED has received the e-mail from your country’s Permanent Mission, it will send you an e-mail from c…@un.org with “uncted Asset Freezing Contacts Database – Access Invitation” as the subject line. Follow the link provided in the e-mail to accept the invitation and create your password.
    3. On the “Add password” screen, enter your new password twice and click “Update.” You will then be redirected to the database, where you can begin to enter or update the relevant information.
