First Meeting on the Inter-Agency Task Force on Financing for Development

Dear colleagues,

Welcome to the first meeting of the Inter-agency Task Force (IATF) on the follow-up to the Financing for Development outcomes and the means of implementation of the 2030 Agenda for Sustainable Development. It is my great pleasure to be here with you this morning. I thank you for making the time to represent your organization in this important task.

As you know, in 2015, the international community adopted a new development agenda – the 2030 Agenda for Sustainable Development – and a corresponding financing framework – the Addis Ababa Action Agenda – that set the course for our global efforts to combat poverty and achieve sustainable development for the next 15 years. As we enter 2016, the time has come for implementation. The task force which we are about to launch is an important part of these global implementation efforts.

The Addis Ababa Action Agenda (AAAA) provides a new global framework for financing sustainable development and the Sustainable Development Goals (SDGs). In adopting the Addis Agenda last summer, Member States encouraged the Secretary-General to convene an inter-agency task force to aid them in following up on the commitments contained therein. In accordance with paragraph 133 of the Addis Agenda, this task force should include the major institutional stakeholders and the United Nations system, including funds and programmes and specialized agencies whose mandates are related to the follow-up, and should build on the experience of the Millennium Development Goals Gap Task Force.

Based on this mandate, the Secretary-General has elaborated the terms of reference for the task force and has asked me to convene its first meeting. I am very encouraged by the very good response by the UN system, and trust that we will cooperate closely so that we can bring the collective expertise of the UN system to bear on the financing for development follow-up process. While DESA will take the ultimate responsibility in compiling the report of the task force and producing a coherent document to inform the intergovernmental deliberations, we will rely on all of your contributions to ensure comprehensive and high-quality analysis.

Dear colleagues,

The mandate given to the task force is two-fold – (1) to report annually on progress in implementing the financing for development outcomes and the means of implementation of the 2030 Agenda for Sustainable Development, and (2) to advise the intergovernmental follow-up on progress, implementation gaps and recommendations for corrective action, while taking into consideration the national and regional dimensions.

To this end, the task force will be able to build on the monitoring of the indicators currently developed by the Statistical Commission for the means of implementation targets of the SDGs. But the task force will have to go further, to also monitor the additional commitments contained in the Addis Agenda that are not covered by the SDG MoI indicators.

This will be a challenging endeavour. As governments agreed on the Addis Abba Action Agenda and the 2030 Agenda for Sustainable Development only some 6 months ago, a full review of progress would be premature.

For this reason, our proposal is for the inaugural 2016 IATF Report to be an abbreviated version. The 2016 Report could propose options for reporting on commitments, under each of the chapters of the Addis Agenda, building on the indicators for the SDG MoI targets to be proposed by the Statistical Commission. In line with Member States’ expectations, this monitoring should primarily use existing data, without adding to the reporting burden of countries.

I look forward to working closely with all of you in preparing this and future editions of the IATF report. I also want to thank you in advance for your commitment to support this important process and to contribute to the inaugural report despite the short timeline.
