Distinguished guests,
It is an honor to address today’s forum.
We meet at a time of enduring conflicts, rising debt distress, deepening inequalities, and intensifying climate impacts.
Progress towards our shared commitments for people, planet, peace, and prosperity is alarmingly off track.
These challenges transcend borders, and demand renewed multilateralism, deeper solidarity, and stronger international cooperation.
As we mark the 80th anniversary of the United Nations, its role and legitimacy at the heart of global governance are more vital than ever.
China has long been a key and firm supporter to the United Nations to address global governance deficit. At the Shanghai Cooperation Organization Summit held recently in Tianjin, China, President Xi Jinping proposed the Global Governance Initiative. It is anchored by five core guiding principles: sovereign equality, international rule of law, multilateralism, people-centered approach, and real actions.
The UN Secretary-General, who attended the Summit, welcomed President Xi’s fourth global initiative. He emphasized that the initiative is anchored in multilateralism and underscores the importance of safeguarding the international system with the UN at its core and the international order underpinned by international law.
The United Nations stands ready to work with China and all other Member States to further explore ways to revitalize global governance to better respond to present and future challenges.

Amid recent headwinds to multilateralism, two landmark documents offer a collective roadmap for a better future.
First, the Pact for the Future, which articulates a shared vision to strengthen multilateralism, uphold the rule of law, and accelerate the 2030 Agenda.
Second, the Sevilla Commitment, the outcome document of the Fourth International Conference on Financing for Development—— which reaffirms commitment of all stakeholders to bridging the development financing gap and reforming the international financial architecture.
Dear colleagues,
Development is a core pillar of the UN and a foundational issue for its Member States, particularly developing countries. We must translate the commitments adopted in these global fora into action and ensure that they deliver tangible improvements in people’s lives.
In this spirit, the Global Development Initiative (GDI) put forward by China has been a timely step for pooling efforts and catalyzing progress towards our common future. Its alignment with the SDGs, particularly in areas such as poverty eradication, food security, climate action, and equitable growth, positions the GDI as a powerful accelerator for transformative change.
The United Nations has launched the Task Force on Leveraging Partnerships towards the Implementation of the 2030 Agenda. The Task Force provides a platform for dialogue to drive greater alignment and coherence in UN action and facilitate engagement with global initiatives to support SDGs.
Another contribution of China to multilateral cooperation is the United Nations Peace and Development Trust Fund. Since its launch in 2016, the Trust Fund has mobilized nearly 200 million US dollars, and delivered tangible results in more than 100 countries.
These efforts underscore that global challenges require collective solutions. Enhanced international cooperation is especially critical amid heightened policy uncertainty and geopolitical tensions.
The UN is committed to collaborating with China and all Member States to ensure these initiatives are inclusive and transparent, promoting shared progress for everyone

The 2030 deadline for the SDGs is fast approaching. The decisions we take now—where we invest, what we prioritize, and how we reform—will shape our own future for decades to come.
UN 80 must be a turning point to consolidate reforms and ensure that the UN remains a trusted, agile partner—capable of addressing today’s crises and tomorrow’s uncertainties.
With China’s partnership, alongside all Member States, we can strengthen multilateralism and chart a path towards peace, justice, and sustainability for all.
