Based on a popular French-language comic book, the film centres on a fictional French Foreign Minister (Thierry Lhermitte) and his entourage. The Minister tasks a young new speechwriter (Raphaël Personnaz) with drafting a speech to be delivered at the United Nations. The speech that the Minister delivers in the Security Council at the conclusion of the film is widely understood to be based on Dominique de Villepin’s speech in the lead up to the Iraq war.
