The Secretary-General deeply regrets that, on 10 October, the Conseil National pour la Sauvegarde de la Patrie (CNSP) ordered the departure of the Resident Coordinator/Humanitarian Coordinator of the United Nations in Niger, Ms. Louise Aubin, within 72 hours. 

Ms. Aubin has been exemplary in leading the United Nations system in Niger to work impartially and tirelessly to deliver humanitarian and development assistance, in accordance with the National Development Plan. 

The decision to order the departure of the Resident Coordinator hampers the ability of the Organization to effectively carry out its mandates and disrupts the essential work we do for the people of Niger, where 4.3 million are in need of humanitarian assistance, mostly women and children. 

The Secretary-General has full confidence in the United Nations system in Niger. He underlines that the order to leave the country is contrary to the legal framework applicable to the United Nations, including with respect to obligations under the Charter of the United Nations and the privileges and immunities accorded to the Organization. 

The Secretary-General reiterates the unwavering commitment of the United Nations to stay and deliver for the people of Niger, through continued humanitarian and development operations.

Le Secrétaire général regrette profondément que, le 10 octobre, le Conseil National pour la Sauvegarde de la Patrie (CNSP) ait ordonné le départ de la Coordonnatrice résidente/Coordonnatrice humanitaire des Nations Unies au Niger, Madame Louise Aubin, dans un délai de 72 heures. 

Madame Aubin a dirigé de façon exemplaire le système des Nations Unies au Niger afin qu’il fournisse, de manière impartiale et sans relâche, une aide humanitaire et au développement, conformément au Plan de développement national. 

La décision d'ordonner le départ de la Coordonnatrice résidente entrave la capacité de l'Organisation à remplir de manière efficace ses mandats et perturbe le travail essentiel que nous accomplissons pour la population du Niger, où 4,3 millions de personnes ont besoin d'une aide humanitaire, principalement des femmes et des enfants. 

Le Secrétaire général a pleinement confiance dans le système des Nations Unies au Niger. Il souligne que l'ordre de quitter le pays est contraire au cadre juridique applicable aux Nations Unies, notamment en ce qui concerne les obligations découlant de la Charte des Nations Unies et des privilèges et immunités accordés à l'Organisation. 

Le Secrétaire général réitère l'engagement indéfectible des Nations Unies à rester et à agir au service du peuple nigérien, à travers la poursuite des opérations humanitaires et de développement.
