Excellencies,
I am very pleased to join you for the election of the President of the 78th Session of the General Assembly.
To the esteemed President-elect, His Excellency Dennis Francis of Trinidad and Tobago, congratulations on being elected to lead the next session.
But allow me a few words about the President of this 77th Session — His Excellency Csaba Kőrösi of Hungary — who guided the Assembly’s work with diplomatic skill, stewardship and dedication during this year.
His commitment to “solutions through solidarity, sustainability and science” shines through his presidency.
From ensuring a well-coordinated and ambitious UN Water Conference.
To advancing preparations towards the SDG Summit in September and the Summit of the Future next year.
To championing the science-based validation of sustainability investments — and so much more.
On a personal level, I will miss his advice and guidance.
Our conversations together on a range of global issues never failed to enlighten.
And I am always deeply impressed by his knowledge of, and commitment to, the role and function of the United Nations. We will miss him.
Excellencies,
President-elect Francis arrives at a deeply challenging moment for the human family.
Conflicts and climate chaos. Escalating poverty, hunger and inequality. Mistrust and division.
Meanwhile, our roadmap to a better future — Agenda 2030 — is in danger.
The Sustainable Development Goals are slipping out of reach.
Across all of these issues, the world looks to this Assembly to unite Member States around common solutions.
President-elect Francis brings a wide range of skills, experience and knowledge to this essential task.
In addition to his years working closely with multilateral agencies, he is also a respected negotiator and long-serving diplomat — including as his country’s longest-serving Ambassador ever.
Coming from Trinidad and Tobago, he brings a critical perspective to this Assembly.
So many of the issues we address here hit small island developing states like his the hardest.
This includes the disastrous impacts of climate change, and the effects of a deeply unjust global financial system that routinely denies developing countries the debt relief and restructuring — as well as financing — they need to invest in their people.
We look forward to the President-elect carrying forward the theme of his presidency — Peace, Prosperity, Progress and Sustainability — in the year ahead, and to bringing this Assembly together to strengthen global cooperation at this difficult moment.

Mais permettez-moi de dire quelques mots sur le président de cette soixante-dix-septième session, Son Excellence Monsieur Csaba Kőrösi, de Hongrie, a dirigé les travaux de l’Assemblée générale avec diplomatie, clairvoyance et dévouement.
Son attachement à des « solutions fondées sur la solidarité, la durabilité et la science » a rayonné tout au long de sa présidence.
Qu’il s’agisse de veiller à ce que la Conférence des Nations Unies sur l’eau soit dûment coordonnée et dotée d’un programme ambitieux.
De faire avancer les préparatifs du Sommet sur les Objectifs de développement durable, qui se tiendra en septembre, et du Sommet de l’avenir, qui aura lieu l’an prochain.
Ou encore de promouvoir la validation scientifique des investissements en faveur du développement durable... La liste est longue.
À titre personnel, ses avis et ses conseils vont me manquer.
Les conversations que nous avons eues sur de nombreux enjeux globaux ont toujours été particulièrement éclairantes.
Et je suis toujours été très impressionné par ses connaissances et son attachement à l’égard du rôle et de l’action de l’Organisation des Nations Unies. Il va nous manquer.

Conflits et chaos climatique. Aggravation de la pauvreté, de la faim et des inégalités. Méfiance et divisions.
Quant à notre plan d’action pour un avenir meilleur, le Programme 2030, il est en péril.
La réalisation des Objectifs de développement durable est en train de devenir un horizon inaccessible.
Sur toutes ces questions, le monde attend de cette Assemblée qu’elle réunisse les États Membres autour de solutions communes.
Le Président de la session à venir, Monsieur Francis, apporte un vaste ensemble de compétences, d’expériences et de connaissances pour mener à bien cette tâche essentielle.
Outre le fait qu’il a travaillé pendant des années en étroite collaboration avec des organismes multilatéraux, il est un négociateur respecté et un diplomate aguerri – il détient notamment la plus longue ancienneté au poste d’ambassadeur de son pays.
Originaire de Trinité-et-Tobago, il apporte à cette Assemblée un point de vue crucial.
Un grand nombre des problèmes que nous examinons ici touchent de plein fouet les petits États insulaires en développement comme son pays.
Pensons notamment aux effets désastreux des changements climatiques et aux répercussions d’un système financier mondial profondément injuste qui refuse systématiquement aux pays en développement l’allègement et la restructuration de leur dette - ainsi que le financement - dont ils ont besoin pour investir en faveur de leurs populations.
Nous avons hâte qu’au cours de l’année à venir, Monsieur Francis donne vie au thème choisi pour sa future présidence - paix, prospérité, progrès et durabilité -, et qu’il amène les membres de cette Assemblée à œuvrer ensemble pour renforcer la coopération mondiale en cette période difficile.
