The Secretary-General welcomes the “Mini-Summit on Peace and Security in the Eastern Region of the Democratic Republic of the Congo”, which took place in Luanda on 23 November at the invitation of President Lourenço, and the decisions taken by regional leaders to establish a ceasefire and effect the withdrawal of the M23 from occupied areas.
The Secretary-General joins his voice to those of the signatories of the final communiqué to call on all Congolese and foreign armed groups to immediately lay down weapons and enter the respective demobilization, disarmament, and reintegration/repatriation processes, as applicable.
As requested by the signatories of the communiqué issued at the Mini-Summit, the Secretary-General reiterates MONUSCO’s availability to fully support the implementation of all provisions falling under its mandate and its readiness to co-ordinate with the East African Community Regional Force to provide support to the swift operationalization of the ad-hoc verification mechanism established under the Luanda roadmap and to continue to assist the Nairobi process.
The Secretary-General also reiterates the United Nations’ availability to support the return of displaced people to their areas of origin, in coordination with the relevant national authorities, under the existing frameworks, and in line with International Humanitarian Law principles and provisions.

Déclaration attribuable au Porte-Parole du Secrétaire général – sur la République Démocratique du Congo
Le Secrétaire général salue la tenue du « Mini-Sommet sur la Paix et la Sécurité dans la Partie orientale de la République Démocratique du Congo » ayant eu lieu à Luanda le 23 novembre à l’invitation du Président Joao Lourenço et les décisions prises par les leaders régionaux pour établir un cessez-le feu et effectuer le retrait du M23 des zones occupées
Le Secrétaire général joint sa voix à celles des signataires du communiqué final appelant tous les groupes armés, congolais ou étrangers, de déposer immédiatement les armes et de rejoindre, comme indiqué, les processus respectifs de démobilisation, de désarmement, et de réintégration/rapatriement.Comme demandé par les signataires du communiqué publié lors du Mini-Sommet, le Secrétaire général réitère la disponibilité de la MONUSCO à soutenir pleinement la mise en œuvre de toutes les dispositions relevant de son mandat et sa disponibilité à se coordonner avec la Force régionale de la Communauté de l'Afrique de l'Est pour fournir un soutien à l'opérationnalisation rapide du mécanisme de vérification ad hoc établi dans le cadre de la feuille de route de Luanda et pour continuer à aider le processus de Nairobi.
Le Secrétaire général réitère par ailleurs la disponibilité des Nations Unies à soutenir le retour des personnes déplacées vers leur région d’origine, en coordination avec les autorités nationales en charge, selon les cadres existants, et en conformité avec les principes du Droit Humanitaire International et de ses provisions.
