Statement attributable to the Spokesperson for the Secretary-General on the
Democratic Republic of the Congo (scroll down for French version)

The Secretary-General is deeply concerned about the increased displacement, human suffering, and sexual violence in North Kivu in the Democratic Republic of the Congo as a result of fighting in the area between Congolese forces, dissident troops and armed militias, as well as elements of the Forces Démocratiques de Libération du Rwanda (FDLR).

The United Nations and its partners are doing their utmost to provide for the basic humanitarian needs of civilians caught up in the conflict. However, continued insecurity is complicating these efforts. He calls upon all belligerents to ensure total and unrestricted access of humanitarian actors to civilians affected by the conflict, in accordance with international humanitarian law.

The Secretary-General urges all dissidents to join the "brassage" process immediately and without conditions. He also calls upon the Government of the Democratic Republic of the Congo to ensure the protection of all civilians in the region. These are essential first steps towards bringing an end to the suffering of the civilian population and towards resolving the root causes of the conflict, in particular the continued presence in the DRC of the FDLR and other foreign armed groups.

Le Secrétaire général des Nations Unies est profondément préoccupé par l'augmentation du nombre des déplacés, la souffrance humaine ainsi que la violence sexuelle infligées aux populations civiles dans la Province du Nord-Kivu en République Démocratique du Congo, résultant des combats opposant les Forces gouvernementales, les troupes dissidentes, les milices armées ainsi que les Forces Démocratiques de Libération du Rwanda (FDLR).

Les Nations Unies et leurs partenaires oeuvrent pleinement à répondre aux besoins humanitaires les plus pressants des populations civiles affectées par le conflit. Toutefois, la persistance de l'insécurité complique leurs efforts. Le Secrétaire Général appelle les parties au conflit à assurer un accès illimité du personnel humanitaire aux populations affectées pour le conflit, et ce en conformité avec le droit international humanitaire.

Le Secrétaire Général appelle tous les dissidents à rejoindre immédiatement le processus de brassage. Il exhorte le Gouvernement de la République Démocratique du Congo à garantir la protection des populations civiles dans la région. Ces premieres mesures sont essentielles pour mettre un terme à la souffrance de la popuation civile et pour résoudre les causes profondes du conflit, en particulier la présence continue en RDC du FDLR et des autres groupes armés étrangers.
