It is my pleasure to send you all my warm greetings on the occasion of this important meeting. I would like first of all to thank the people and Government of Rwanda, who are hosting the work of the United Nations Standing Advisory Committee on Security Questions in Central Africa for the first time.

While the Government is endeavouring to consolidate peace and stability here in Rwanda, real progress has also been achieved, in other countries of the subregion, in the areas of peace, democracy and re-establishing the rule of law. I am thinking in particular of the signing of the Arusha Agreement between the Government of Burundi and FNL, an agreement which, I hope, will help to strengthen peace in that country. I am also thinking of the electoral process under way in the Democratic Republic of the Congo, where the people turned out to vote in large numbers in the presidential and legislative elections of 30 July. The international community mobilized considerable resources in support of that process. The Congolese people must seize the opportunity they are being offered to build a better future for their country. In particular, I urge the political leaders to show a strong sense of responsibility and to do everything in their power to ensure that the process is completed. It is time to close a painful chapter in the country's history and to open an era of peace and prosperity for the entire population.

Unfortunately, despite this progress, the subregion remains fragile and its future continues to be uncertain. Recent events in Chad confirm once again the need to promote dialogue and reconciliation. The situation in the Chad/Central African Republic/Sudan border area is fraught with danger. It could destabilize all of central Africa. The international community must step up its efforts to effectively secure the borders in that area. For its part, the Committee, in cooperation with the Government of the Sudan, should seek a solution acceptable to all.

The precarious security situation resulting from the abuses committed by the rebel movements and militias in the Central African Republic and the eastern part of the Democratic Republic of the Congo also continues to be a source of major concern to the international community.

In conclusion, I would like to pay tribute to the Committee for its tireless efforts to strengthen trust among its member States and to establish a genuine collective security system on a subregional scale. I wish you every success in your work and I encourage you to demonstrate the determination and political will to implement the decisions and recommendations that you adopt. Be assured that the United Nations will provide you with all possible support in this regard.

MESSAGE DU SECRÉTAIRE GÉNÉRAL

À LA VINGT-QUATRIÈME RÉUNION MINISTÉRIELLE DU COMITÉ CONSULTATIF PERMANENT DES NATIONS UNIES SUR LES QUESTIONS DE SÉCURITÉ EN AFRIQUE CENTRALE

C'est avec plaisir que je vous adresse à tous mes chaleureuses salutations à l'occasion de cette importante réunion. Je tiens tout d'abord à remercier le peuple et le gouvernement rwandais qui accueillent pour la première fois les travaux du Comité consultatif permanent des Nations Unies sur les questions de sécurité en Afrique centrale.

Tandis qu'ici même, au Rwanda, le Gouvernement s'emploie à consolider la paix et la stabilité, il y a eu également, dans d'autres pays de la sous-région, des progrès réels en matière de paix, de démocratie et de reconstruction de l'état de droit. Je pense notamment à la signature de l'Accord de paix d'Arusha entre le Gouvernement du Burundi et le FNL ; un accord qui, je l'espère, contribuera à renforcer la paix dans ce pays. Je pense aussi au processus électoral en cours en République démocratique du Congo, où la population a participé en grand nombre à l'élection présidentielle et aux élections législatives du 30 juillet. La communauté internationale a mobilisé des moyens considérables pour accompagner ce processus. Les Congolais doivent saisir la chance qui leur est offerte de bâtir un avenir meilleur pour leur pays. J'exhorte en particulier les dirigeants politiques à démontrer un sens élevé des responsabilités et à tout faire pour que ce processus puisse être mené à son terme. Il est temps que se ferme un chapitre douloureux de l'histoire de la RDC et que s'ouvre enfin une ère de paix et de prospérité pour l'ensemble de la population.

Malheureusement, en dépit de ces progrès, la sous-région demeure fragile et des incertitudes continuent de peser sur l'avenir. Les événements récents au Tchad confirment une fois encore la nécessité de privilégier la voie du dialogue et de la réconciliation. La situation dans la zone frontalière entre le Tchad, la République centrafricaine et le Soudan est pleine de dangers. Toute l'Afrique centrale pourrait s'en trouver déstabilisée. La communauté internationale doit intensifier ses efforts en faveur d'une véritable sécurisation des frontières dans cette zone. Le Comité devrait, pour sa part, trouver, en collaboration avec le Gouvernement soudanais, une solution acceptable par tous.

Par ailleurs, la précarité de la situation sécuritaire du fait des exactions des mouvements rebelles et des milices en République centrafricaine et dans l'est de la République démocratique du Congo continue d'être une source de préoccupation majeure pour la communauté internationale.

Permettez-moi, pour terminer, de rendre hommage au Comité pour ses efforts inlassables en vue de renforcer la confiance entre ses Etats membres et de mettre sur pied un véritable système de sécurité collective à l'échelle de la sous-région. Je vous souhaite plein succès dans vos travaux et vous encourage à faire preuve de détermination et de volonté politique dans la mise en ?uvre des décisions et recommandations que vous adopterez. Soyez assurés que l'Organisation des Nations Unies continuera de vous fournir tout l'appui possible à cet égard.
