Secretary-General's press encounter upon arrival at UNHQ (unofficial transcript)

Kofi Annan, Former Secretary-General

Q: What's the main message you would like to give the Security Council this morning about Iraq?

SG: I think the Security Council will have the chance of hearing Sergio (Vieira) de Mello and the report that I have put before them is very clear: it does indicate what we've been doing, and what we could do, and it also emphasizes the fact that we need to give the political plan for the Iraqis for them to know when a government fully representative, and in whom sovereignty is invested, could be established in Iraq. And to give them a sense that the occupation is a temporary situation, and in fact the Iraqis are going to be in charge. Of course, we do indicate that there's a lot to be done, and I hope other governments will join in. I also stressed the fact that the role of the neighbors in the region is important. What happens in Iraq doesn't happen in a vacuum, and an Iraq that is stable, that is at peace with itself and its neighbors, is in the interests of the region and the whole world, and we all need to work for that.

Q: Do you think after today's meeting in the Security Council, Sir, there will be a momentum created for another resolution to allow other countries to take part in security in Iraq?

SG: Initial discussions have begun. I don't know how quickly that will move, but there is a request for a new resolution to be undertaken, but it is at an early stage yet and I think there will be further discussions. We will know better after today's discussions.
