It is a great pleasure to welcome you to this High-level Symposium on Strengthening Multilateralism and the Multilateral Trading System in the Age of Globalization, organized by the United Nations Department of Economic and Social Affairs in collaboration with the Permanent Mission of China.
We meet at a time when growing discontent with globalization has contributed to major shifts in trade policies, and when progress towards building a universal, rules-based, open,non-discriminatory and equitable multilateral trading system is under increasing strain. This Symposium provides an opportunity to reinvigorate and consolidate our commitments to strengthen multilateralism, and to seek progress towards an open world economy that embraces both the benefits and challenges of globalization.
Reaffirming the commitment to “promote a universal, rules-based, open, non-discriminatory and equitable multilateral trading system under the World Trade Organization” forms a cornerstone of the 2030 Agenda for Sustainable Development. History demonstrates that this commitment is essential to a prosperous, sustainable and inclusive world.
As the international community implements the 2030 Agenda, we are reminded how interdependent the world has become. We are reminded that the multilateral trading system and its underlying commitment to multilateralism is not guaranteed. Globalization brings with it many positive forces for global growth and sustainable development. But also comes with challenges and risks, often caused by imbalances in the distribution of its benefits and costs.
Lessons learned from previous waves of globalization highlight that individual countries cannot, on their own, effectively address the challenges presented by the interconnected nature of the global economy. Global challenges require multilateral solutions, that address a wide range of areas, including: trade; investment; technology; jobs; international tax cooperation; migration; and climate change.

Ensuring a healthy, functional and efficient multilateral trading system requires a solid reaffirmation of commitments to multilateralism. Together the 2030 Agenda for Sustainable Development, the Addis Ababa Action Agenda on Financing for Development and the Paris Agreement on climate change provide a framework to address many of these challenges, to ensure that globalization benefits all countries and leaves no one behind.
