Status of UN General Assembly’s intergovernmental negotiations on the reform of the Security Council

Amid intensifying global conflicts, the UN Security Council’s role has never been more critical.
Building on the Pact for the Future, which laid a strong foundation for advancing Security Council reform, intergovernmental negotiations (IGN) on the question of equitable representation on and increase in the membership of the Security Council and other matters related to the Council resumed in earnest during the 79th session of the UN General Assembly. The IGN remains the only agreed forum where Member States discuss equitable representation, an expansion of membership, and other key aspects of Security Council reform.
During the 79th session, the IGN discussions continue across five key clusters for reform: the size of an expanded Council; categories of membership; regional representation; the extension of veto power; and improvements to the Council’s working methods and its relationship with the General Assembly.
