As requested by the General Assembly, the United Nations Secretary-General has launched an open call for candidates to serve on the Independent International Scientific Panel on Artificial Intelligence (“the Panel”), established by the General Assembly through its resolution 79/325.
The Panel will comprise 40 members, serving in their personal capacity for a three-year term beginning in 2026, and will play a key role in advancing global, evidence-based understanding of artificial intelligence (AI). This is a non-remunerated position.
The Open Call seeks candidates with outstanding expertise in AI and related fields, including:
- Artificial intelligence, including foundation models & generative AI, machine learning methods, core AI subfields (e.g. vision, language, speech/audio, robotics, planning & scheduling, knowledge representation), reliability, safety & alignment, cognitive & neuroscience links, human–AI interaction, AI security and infrastructure;
- Applied AI, including science (foundational and applied in health, climate, life sciences, physics, health, social sciences, agriculture), engineering, industry and mobility (e.g. materials, drugs, transportation, smart cities, IoT, satellite, navigation), digital society (e.g. misinformation & disinformation, online harms, social networks, software engineering, web),
- Related fields, including AI opportunity, risk and impact assessment, AI impacts on society, technology, economy, and environment, AI security and infrastructure, data, ethics, and rights, governance (e.g. public policy, international law, standards, oversight, compliance, foresight and scenario-building).

The Secretary-General will recommend a list of 40 members to be appointed by the General Assembly on the basis of:
- Their outstanding expertise in AI and related fields;
- An interdisciplinary perspective;
- Geographical and gender balance.
Candidacies from a broad representation of varying levels of technological development, including from developing countries, with due consideration to nominations from Member States, will be taken into account.
Final appointments will be made by the General Assembly. The timeline for the selection process and notification of candidates will be communicated following the close of applications.
No more than two candidates from the same nationality or affiliation will be selected. Employees of the United Nations system are not eligible.
About the Panel
The Panel has been created to provide independent, multidisciplinary scientific assessments of the opportunities, risks, and impacts of AI. Its work will include:
- Publishing an annual report with scientific assessments of the opportunities, risks and impacts of AI, presented at the United Nations Global Dialogue on AI Governance;
- Preparing thematic briefs on priority issues;
- Providing regular updates to the General Assembly;
- Forming working groups and consulting informally with external experts as needed.
