Emilio Arenales (Guatemala)
Elected President of the twenty-third session of the General Assembly
Emilio Arenales, Who was today elected president of the twenty-third session of the United Nations General Assembly, has been Minister of Foreign Affairs of Guatemala since July 1966.
Mr. Arenales was a delegate to the fifth and sixth sessions of tie United Nations Committee on Information from Non-Self-Governing Territories in 1954 and 1955, and was President of the Committee in 1956. In 1957, he was elected Vice-President of the Trusteeship Council and became President in 1958.
In 1955, he was appointed Ambassador and Permanent Representative of Guatemala to the United Nations and held his post until 1958. He attended the ninth, tenth, eleventh and twelfth sessions of the General Assembly between 1954 and 1957.He was elected Chairman of the Special Political Committee of the twelfth session in 1957.
In 1958, Mr. Arenales returned to Guatemala and engaged in private law practice until 1966 when no was appointed Minister for Foreign Affairs of his country.
Mr. Arenales was born in Guatemala City on 10 May 1922. He holds the degrees of Bachelor of Sciences and Letters from the Instituto Modelo, Guatemala, and of Bachelor and Master in Social and Juridical Sciences from the University of San Carlos of Guatemala.
In 1943, Mr.Arenales was a member of the University Council of the University of San Carlos of Guatemala. He was President of Guatemala's Law Association in 1944.
Prior to representing his country at the United Nations, Mr. Arenales was associated with the United Nations Educational and Scientific and Cultural Organization (UNESCO). In 1954 he served as Legal Counsellor to the UNESCO Preparatory Commission (1946-4T). During the same period, he was Head of Division of Relations with the United Nations and the specialized agencies. Other posts held by Mr. Arenales. with UNESCO Included deputy Head of Mission to Latin America (1944); Deputy Head of Section of External Relations and External Relations Counsellor (1944-49); Secretary of External Relations Commission of the General Conference in Beirut (1948); Delegate to Regional Conference on Scientific Co-operation, Montevideo, (1948); and Head of Mission. to Latin America (1948). In 1948 he was Secretary-General of the international Conference of the Hylean Amazon, which met in Peru and Brazil.
Mr. Arenales was married in 1946 to the former Lucy-Dorion Cabarrus. They have four children: Rodrigo, 21; Alvaro, 19; Maria de la Luz, 18; and Maria de los Angeles, 15.
