ZEHRA F. KABASAKAL ARAT is Juanita and Joseph Leff Professor of Political Science at Purchase College of the State University of New York and is Chair of the Human Rights Research Committee of the International Political Science Association. She is the author of Human Rights Worldwide. Some of the arguments presented here appeared in her earlier publications.
