Hardeep S. Puri was Permanent Representative of India to the United Nations in Geneva from 2002 to 2006 and in New York from 2009 to 2013. He presided over the United Nations Security Council in August 2011 and November 2012 and chaired its Counter-Terrorism Committee in 2011-2012. He was Vice President of the International Peace Institute in New York and Secretary General of the Independent Commission on Multilateralism (ICM), serving until the end of March 2016. He is the author of Perilous Interventions: The Security Council and the Politics of Chaos (Harper Collins 2016).

The fiftieth anniversary of the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights, both adopted in 1966, provides an opportune moment in history to review the progress on the issue of human rights promotion and examine the Security Council's overall effectiveness in protecting human rights.
