Beate Winkler was the Interim Director of the EU Agency for Fundamental Rights until July 2007 and for nine years was Director of the European Monitoring Centre on Racism and Xenophobia, which are independent bodies of the European Union. She has also served as principal advisor to the German Federal Government's Commissioner for Foreigners' Issues.
