Central African Republic
The Secretary-General welcomes the announcement of the new Government in the Central African Republic (CAR). He congratulates the Head of State of the Transition, Ms. Catherine Samba Panza and the Prime Minister, Mr. André Nzapayeké, for their efforts to put the transition back on track. The establishment of a new government offers a fresh opportunity to move the political process forward. The Secretary-General reiterates the readiness of the United Nations to support the transitional authorities in their efforts to ensure the security and the welfare of the people of the CAR.
The Secretary-General remains deeply concerned about the ongoing sectarian violence in the country and the humanitarian crisis that affects more than half of the population. He calls for determined national and international efforts to stop the violence and overcome the crisis.
The Secretary-General reiterates the importance of ensuring the success of the African-led International Support Mission to the Central African Republic (MISCA), which is playing a critical role in providing security on the ground. He appeals once again to all those in a position to do so to provide financial and in-kind assistance to MISCA and to announce their contributions at the MISCA donor conference in Addis Ababa, Ethiopia, on 1 February.
The Secretary-General appreciates the timely adoption today of a new Security Council resolution on the CAR which reinforces the mandate of the UN peacebuilding mission in the country, BINUCA, provides for sanctions on individuals involved in violations of human rights and of the arms embargo, and authorizes the European Union’s troop deployment to the country. The Council’s sustained engagement will be crucial to the efforts of the United Nations to restore peace and stability in the country.

Déclaration attribuable au Porte-parole du Secrétaire général sur la situation en République centrafricaine
Le Secrétaire général salue l'annonce d'un nouveau gouvernement en République centrafricaine. Il félicite le Chef d'Etat de la Transition, Madame Catherine Samba Panza, et le Premier ministre, M. André Nzapayeké, pour leurs efforts visant à relancer la transition. La formation de ce gouvernement est une nouvelle occasion de faire avancer le processus politique. Le Secrétaire général renouvelle la disponibilité des Nations Unies à soutenir les autorités transitoires dans leurs efforts pour assurer la sécurité et du bien-être du peuple centrafricain.
Le Secrétaire général demeure vivement préoccupé par les violences sectaires en cours dans le pays ainsi que par la crise humanitaire qui touche plus de la moitié de la population. Il appelle à des efforts nationaux et internationaux résolus pour mettre fin à la violence et surmonter la crise.
Le Secrétaire général réitère l'importance de garantir le succès de la Mission internationale de soutien à la Centrafrique sous conduite africaine (MISCA) qui joue un rôle déterminant pour assurer la sécurité sur le terrain. Il appelle encore une fois tous ceux en position de le faire à apporter une contribution financière et en nature à la MISCA et à annoncer leur contribution durant la conférence des donateurs pour la MISCA qui aura lieu le 1er février à Addis Abeba, en Ethiopie.
Le Secrétaire général se félicite de l'adoption opportune par le Conseil de sécurité aujourd'hui d'une nouvelle résolution sur la République centrafricaine qui renforce le Bureau intégré des Nations Unies pour la consolidation de la paix dans le pays, le BINUCA, inclut des sanctions envers les individus impliqués dans des violations des droits de l'homme et de l'embargo sur les armes et autorise le déploiement de troupes de l'Union européenne. L'engagement soutenu du Conseil restera essentiel aux efforts des Nations Unies pour rétablir la paix et la stabilité dans le pays.
