Acting on behalf of the Security Council Counter-Terrorism Committee, its Executive Directorate (CTED) conducted a visit to Malawi from 22 to 26 April 2024. The assess-ment, which was a first for Malawi, covered all relevant Security Council resolutions, in-cluding 1373 (2001), 2178 (2014), 2396 (2017), and 2617 (2021).

On Monday, 29 April 2024, the United Nations Security Council Counter-Terrorism Committee (CTC) convened an open meeting to discuss strategies for building community resilience against radicalization to terrorism.

In his opening statement, H.E. Amb. Amar Bendjama, Chair of the CTC, noted that “effective counter-terrorism measures require a multi-dimensional approach that goes beyond purely security-focused responses,” and highlighted the importance of addressing underlying drivers that fuel radicalization to violence, including social, economic, and political grievances.

The United Nations Counter-Terrorism Executive Directorate (CTED) today published its latest report on sexual and gender-based violence (SGBV) linked to terrorism, reflecting key insights from a broad range of civil society organizations (CSOs) working in this area from across Africa, Europe, the Middle East, and North America.

Released ahead of tomorrow’s United Nations Security Council open debate on conflict-related sexual violence, the report – Civil Society Perspectives: Advancing Accountability for Sexual and Gender-Based Violence linked to TerrorismPDF­ – provides an in-depth perspective from more than 40 CSOs working to support victims and survivors at both regional and local levels.

From 18 to 22 March 2024, the Counter-Terrorism Committee Executive Directorate (CTED), conducted on behalf of the Committee its first focused visit to Montenegro. CTED conducts these visits to assess Member States’ counter-terrorism efforts, including progress made, good practices, remaining challenges, and priority areas for technical assistance needs related to the effective implementation of the relevant Security Council resolutions.

The visits remain one of the key channels of the Counter-Terrorism Committee to engage and conduct a constructive dialogue with Member States with a view to achieving effective and comprehensive implementation of the relevant Security Council resolutions on counter-terrorism.

While cultural heritage smuggling is not a new phenomenon, the rise of Da’esh and Al Qaeda affiliates has raised the alarm internationally on the looting of cultural property for terrorism financing. Since the early 1980s, terrorist and insurgent groups have been exploiting the lucrative illegal market of cultural artifacts to fund their activities. On 4 March 2024, CTED hosted an important discussion on the latest trends and shifts in the use of different types of virtual assets by terrorist groups affiliated with Da’esh (ISIL) / Al-Qaida and their supporters, including for their fundraising campaigns. The briefing offered Member States practical insights into how virtual assets are used for terrorism financing purposes, and how related technologies, including blockchain analytics, can help detect and suppress such abuses.

The Counter-Terrorism Committee of the United Nations Security Council convened a regional open briefing on counter-terrorism efforts in South-East Europe, providing an opportunity to take stock of the evolving nature of terrorism and hear from Member States as to how their approaches are changing. The briefing included participation from government representatives, regional organizations, academic experts, and civil society actors, both in-person and remotely, serving as a crucial platform for aligning counter-terrorism efforts among stakeholders in South-East Europe and beyond.

Research is essential in ensuring the evidence-based design of counter-terrorism policies. To facilitate this, the UN Counter-Terrorism Committee Executive Directorate (CTED) coordinates the Global Research Network (GRN), an informal group of more than one hundred organizations from across the globe who conduct research into trends and developments in terrorism, countering terrorism and countering violent extremism conducive to terrorism.

CTED has published its third annual thematic summary assessment of gaps in implementing key countering the financing of terrorism provisions of Security Council resolutions.

In its previous assessments issued in 2021 and 2022, CTED noted that investigating and prosecuting terrorism financing remained challenging on many levels, from technical expertise to international and inter-agency cooperation. This latest assessment focuses entirely on gaps identified in the context of investigating and prosecuting terrorism financing (TF).

On 8 February 2024, CTED convened almost 20 top experts representing multiple key sectors willing to work together in trusted partnerships to counter the threat of terrorism financing in an effective, risk-based, responsible and well-informed manner. The event, held in a hybrid format, was attended by over 200 professionals from across the world, and shed light on a series of practical proposals on how to enhance public-private sectors cooperation on CFT, as well as what pitfalls to avoid.

Acting on behalf of the Security Council Counter-Terrorism Committee, its Executive Directorate (CTED) last month conducted its second assessment visit to the Kingdom of Thailand. The first assessment visit to the country took place nearly two decades ago, in 2005, and since then more than 20 Security Council resolutions have been adopted. This second visit, held from 12-15 December, covered all relevant Security Council resolutions, including Security Council Resolution 1373 (2001).

The crowdfunding market is experiencing significant growth worldwide. And while most crowdfunding activity is legitimate and may serve an important public benefit, there are significant risks for misuse for terrorist financing. Indeed, groups including ISIL (Da’esh), Al Qaida and their affiliates, and other terrorist groups have exploited crowdfunding to raise money to fund their activities.

On 15 November 2023, Mr. Esteban Fullin, Executive Secretary of the Financial Action Task Force of Latin America (GAFILAT), briefed the United Nations Security Council Counter-Terrorism Committee (CTC). Mr. Fullin discussed the notable evolution of the counter-financing of terrorism legal framework of Member States in Latin America and recent national risk assessments in the region, in which several good practices have been identified.

On 21 December 2023 representatives from the Asia/Pacific Group on Money Laundering (APG) briefed the UN Security Council’s Counter Terrorism Committee. The delegation, consisting of the Canadian Co-Chair, Associate Assistant Deputy Minister of Finance, Julien Brazeau, and the APG Executive Secretary, Gordon Hook, provided a briefing on the range of CFT efforts taken by the APG over the last five years to address regional terrorism financing issues.
