The Greenhouse Gas Inventory Project |
The National Inventory of Sources and Sinks of Greenhouse Gases
is comprehensive and provides a number of recommendations,
including the enhancement of legal, regulatory and policy
frameworks. There is however a need to strengthen the capacity
on methodologies for GHG emission estimation and in the
collection and analysis of data. Strengthening the capacity of
private sector in measurement, monitoring and control of
environmental pollutants from industries is also very important. |

Australia |
Greenhouse Friendly |
Greenhouse Friendly provides Australian businesses with the
opportunity to market greenhouse-neutral products or services,
deliver greenhouse gas abatement and give Australian consumers
greater purchasing choice. Under a rigorous certification
process, the “cradle-to-grave” greenhouse gas emissions are
fully offset by accredited greenhouse abatement projects.
Greenhouse Friendly certification is provided only after an
objective and independent verification process. To be eligible
for accreditation under Greenhouse Friendly, abatement projects
must generate permanent, verifiable greenhouse gas emission
reductions, avoidances or sequestration. |
Bulgaria |
Green Investment Scheme (GIS) |
A study on a Green Investment Scheme (GIS), prepared with the
help of the World Bank, examines the various issues surrounding
the “Greening of Assign Amount Units (AAUs)”. A GIS is a
mechanism for receiving payments for AAUs, which can provide the
country with a revenue stream earmarked for climate change
mitigation purposes that otherwise might not be forthcoming. The
scheme promotes investment in emission reduction projects by
addressing lack of access to capital and other barriers of
investment. The study has examined three options for a GIS fund
structure and reviewed the implications for GIS implementation,
inter-ministerial coordination, capital mobilization, risk
mitigation and management, and fiduciary obligations. |
Denmark |
A survey of experiences on adaptation
to climate changes in relevant countries. |
Denmark has carried out a survey of experiences on adaptation to
climate changes in relevant countries in order to collate
information about available adaptation measures, to gain an
overview of the procedural approaches to adaptation, and to
assess to what extent the collected information is relevant in a
Danish context. Nine countries and a number of international
organizations were selected for this survey. |
Mexico |
Elaboration of Mexico’s two National Communications |
The programme aimed at developing and bringing up to date the
inventories of Greenhouse Gas Emissions (GHG) as a strategic
tool for addressing climate change and complying with Mexico’s
UNCFFF commitments. Under this initiative, Mexico is also
carrying out mitigation studies and evaluation of the
vulnerability and adaptation options to climate change. |
Seychelles |
Reduction of vulnerability to
human settlement due to flooding caused by extreme weather
|
The programme aimed at providing and enforcing measures to
minimize flooding problems in specific areas due to extreme
weather events such as torrential rain. The key features of the
programme included capacity building in emergency management and
technical fields such as hydrology and flood forecasting;
maintenance of drainage systems; setting up of an early warning
system and updating the emergency management plan; and public
awareness-raising concerning potential disasters. |
Southeast Monsoon Variability and
Impacts in the Southwestern Indian Ocean: Predicting Water
Resources |
The initiative will further scientific understanding by
improving the environmental data base and monitoring network
with respect to causes and mechanisms governing climate
variability in the concerned region during southeast monsoon. It
also includes analysis of rainfall and water resource
variability as well as the oceanography and climate related to
extreme dry/wet spells. The initiative will develop predictive
models and oceanographic and atmospheric maps, and provide
monitoring and timely early warning of climate extremes. |
Uganda |
Adaptation and Mitigation Policies and
Measures |
Uganda undertook a study that helped to enhance the capacities
of institutions in Vulnerability, Adaptation and Mitigation
Analysis. The study also identified areas where ore capacity
development is needed, for example: the meteorological services
should provide reliable long-term advisories on droughts and
floods; Early Warning Information capacity should be
strengthened; and an inventory of existing practices and
policies used to adapt to different climate variability episodes
should also be undertaken.

Low Emission Technology |
In 2002, Australia set a goal to “reduce and capture emissions
in transport and energy generation.” To meet this goal, it has
set up several research centres and introduced a number of
initiatives, e.g., support for demonstrating new low emissions
technologies with long-term abatement potential; promotion of
the commercialization of new renewable energy technologies,
systems and processes; and support to development of advanced
electricity storage technologies. Australian industry has been a
major partner in many of the low emission technology
initiatives. |
International initiative for
aligned testing methods and performance requirements for compact
fluorescent lamps (CFLs) |
CFLs are now a highly significant globally traded commodity, and
the volume of production, the energy and environmental
implications and the volume of international trade make this
product type a high priority for concerted and coordinated
international action. This project will result in the
coordinated development of a uniform testing methodology for the
performance features of CFLs, suitable for national and
international standard bodies to measure CFL performance. |
China |
SEPA/UNDP/GEF-China Energy Efficient
Refrigerator Project |
This project aims mainly to promote the widespread
commercialization of energy-efficient refrigerators so as to
reduce the emission of the greenhouse gases that contribute to
the global climate change by removing technical, market,
commercial, information and other barriers to increased market
penetration of the technologies and products. The activities
developed for the project can be generally grouped into those
providing a “technology push” to increase the supply of energy
efficient refrigerators, and those providing “demand pull” to
raise retailer and consumer understanding of the benefits of
energy efficient refrigerators in China. Compared with the
conventional design of other GEF projects, the energy-efficient
refrigerator project focuses on the creation of an
energy-efficient refrigerator market, and has its unique traits
in the project design. |

Bulgaria |
Joint Implementation (JI)
Capacity-Building Project |
The one-year project under the Bulgarian Ministry of Environment
and Waters, which was completed in May 2005, contributed to the
country’s Climate Change policy. The project produced, among
other things, the Bulgarian Joint Implementation Guidelines, the
GHG Emissions Baseline for JI Projects in Electricity Generation
and Demand Sectors, the Legal Framework for JI and Emissions and
the GHG Inventory Analysis and Recommendations. Bulgaria was
among the first countries worldwide to host Joint Implementation
(JI) projects under Article 6 of the Kyoto protocol. |
Sudan |
Adaptation to Climate
Change and Related Impacts |
Sudan is among the most vulnerable countries to
climate change, therefore adaptation is considered to be a
priority in the National Implementation Strategy of the Climate
Change Convention. To achieve this, Sudan has carried out a
process consisting of three steps. The first step devoted for
building the required capacities, the second step for studies
and research on vulnerability and impact of climate change. The
third one is about defining practical adaptation options for
planning and policy makers. Certain environmental management
strategies (sustainable livelihood activities) in Sudan have
been quite effective in this regard. It is these types of
strategies that the Assessment of Impacts and Adaptation to
Climate Change AF14 Project aimed to identify, explore and
discuss, to make them accessible, readily understandable and
useable to the planning and policy-making process. |
Uganda |
UNEP/DANIDA Capacity
Building Projects |
This regional project will help to build
capacity in four African countries, one of which is Uganda.
Specific objectives of the Uganda projects are to build
technical capacity between key institutions in the
implementation of CDM and to raise public awareness. The
capacity building initiatives are expected to help the private
sector and public institutions develop bankable projects;
increase the level of investment in climate change related
projects; and enhance cooperation with developed countries. |
Capacity Development
for the Clean Development Mechanism (CDM) |
This Project is aimed at strengthening
institutional and technical capacity in CDM implementation by
helping Uganda to understand opportunities offered by CDM and by
assisting in strengthening institutional and human capabilities
needed to implement CDM. The expected outputs for this project
are skill development, training of financial institutions and
the creation of a pipeline of CDM projects. Keeping trained
staff engaged through the process and ensuring active
stakeholder participation are important lessons learned from the
process. |
