The Civil Society Unit within the Department of Global Communications (DGC)

The Civil Society Unit within the Department of Global Communications promotes constructive relations between the United Nations and civil society through dynamic partnerships. DGC/CSU facilitates meaningful civil society engagement in UN processes. Our team provides information and support to a wide range of constituencies to strengthen multi-stakeholder dialogue and alliance-building on core UN issues. With system-wide experience and expertise on civil society engagement, the Civil Society Unit assists and advises UN entities in the implementation of their civil society strategies.  

Liaison Services to support the UN System with civil society engagement

The Civil Society Unit offers its expertise and support to civil society organizations (CSOs) in their work with the UN, advises organizations on opportunities to engage with the UN and facilitates their participation in various UN processes and events (conferences, hearings, workshops, etc.).  

The Non-Governmental Liaison Service (UN-NGLS) in the Department of Global Communications fosters greater coherence around cross-cutting and emerging issues on the UN's agenda and by facilitating meaningful civil society engagement in UN processes.  NGLS is responsible for the Call for Participation among Civil Society Entities (not in ECOSOC-status) who have expertise in the specific, substantive areas of UN conferences, meetings, and events. This entails a multi-step process (ideally originating with the adoption of a resolution or agreement on a meeting or event with modalities) to include civil society participation: Call for Entities to apply for accreditation; Review and Evaluation of applications; Informing entities of approval and registration requirements; ongoing communication with individuals and entities; on-site facilitation of participation in UN events, to include organizing coordinated inputs and statements; related advocacy and outreach.

NGLS participates in the development, implementation and evaluation of mandated and assigned programmes/projects, particularly related to speaker and attendee identification, application and selection processes for high-level meetings and:

• performs consultation assignments, in collaboration with clients such as the OPGA and EOSG, by building processes, planning and facilitating meetings and events; developing the action plan and managing consultations;

• prepares various written outputs to consultative and other meetings, conferences, etc, including coordinated inputs from civil society stakeholders in UN events and programmes;

• assists in related policy advice, including the review and analysis of issues and trends;

• identifies opportunities and challenges related to civil society engagement with the UN agenda; prepares various written outputs to consultative and other meetings, conferences, etc;

• engages with stakeholders and UN Focal Points through outreach and advocacy tools and networks;

• identifies potential partners and donors and convenes stakeholders interested in ongoing support of civil society cooperation on the UN agenda.

Upon request, and whenever possible, the Unit facilitates the coordination of civil society’s participation in events organized by the Secretary-General, the Deputy-Secretary-General, and the President of the General Assembly as well as inter-agency projects and initiatives.  The Civil Society Unit has a specific commitment to enhance the participation of civil society representatives from the global south and underrepresented constituencies.

Multi-stakeholder participation in UNGA 74

The 74th session of the UN General Assembly (UNGA 74)  opened on September 17, 2019. 

During the week of the high-level debate, the Secretary General and the President of the General Assmbly convened several high-level events.  Representatives from specially-accredited entities and other stakeholders particpate in these processes through registration with UN-NGLS.
