I am delighted to be with you today at this important and timely High-level Forum on South-South Cooperation on Climate Change.
This topic has been so dear to me, as I spoke on behalf of China on this topic over past years. Today, in my new capacity as the Under-Secretary- General of the United Nations for Economic and Social Affairs, l am delighted to take this opportunity to share with you a few ideas.
Excellencies, Ladies and Gentlemen,
The world has seen increasing impacts of climate change over the past few decades.
Devastating hurricanes, forest fires, droughts, floods and heat waves are reoccurring across the world at a higher frequency and with more intensity.Recent reports of both WMO and UNEP have shown that international community needs to intensify its efforts to tackle the climate change.
There is urgent need to enhance global partnership.
Global legal frameworks have been in place to address climate change, based on UNFCCC, Kyoto Protocol and Paris Agreement. Implementation is the key. Developed countries need to live up to and deliver their commitments. At the same time, we need to strengthen partnerships at all levels in various forms.
The High-level Forum on South-South Cooperation on Climate Change is a great initiative in this direction.
It provides a unique complementary avenue for strengthening global partnerships, through cooperation among Southern partners.
Developing countries have demonstrated that they are resolved to move forward on the Paris Agreement.
This High-level Forum can help enhance the momentum and accelerate action by the global South to combat climate change.
We at the UN family are ready to do our part. In this connection, I highly appreciated the strong support by the Chinese government to the high-level Forum and to the south-south cooperation as a whole.
The Action Plan of South-South Cooperation for Secretary-General’s Climate Engagement Strategy bears testimony to the commitment of the UN system.
The Action Plan presents a concrete roadmap with specific deliverables and well-defined actions that can lay the foundation for increased South-South cooperation on climate action.
The action plan is also well aligned with the implementation of the Paris Agreement and the 2030 Agenda for Sustainable Development.
Ladies and Gentlemen,
UN DESA is strongly supporting the implementation of the 2030 Agenda and Paris Agreement.
We are ready to do more.
We are willing to lend our full support to the implementation of the action plan in partnership with other UN entities, Member States and business and civil society stakeholders.
Having worked for more than a decade on climate change issues, I am keenly aware of the capacity building needs of developing countries.
I can assure you that DESA will enhance its support to Member States in the coming years to strengthen their capabilities to tackle climate change through various means. We will strengthen our partnership with developing countries in this regard.
I look forward to a productive discussion and fruitful outcome of the Forum.
