In its resolution 79/318 of 18 July 2025, the General Assembly endorsed the overall direction of the UN80 Initiative and reaffirmed the central role of Member States in the reform process. Building on this, through decision 79/571, it established the Informal Ad Hoc Working Group (IAHWG) under Workstream 2.
Co-chairs of the IAHWG
The President of the 79th session of the General Assembly, H.E. Philemon Yang, appointed the following Permanent Representatives as Co-Chairs of the Informal Ad Hoc Working Group:
- H.E. Carolyn Schwalger, Permanent Representative of New Zealand to the United Nations
- H.E. Brian Wallace, Permanent Representative of Jamaica to the United Nations

In decision 79/571, the Assembly established an informal ad hoc working group, open to all Member States and observers, to consider the Secretary-General’s proposals under Workstream 2 of the UN80 Initiative.
H.E. Ms. Carolyn Schwalger, Permanent Representative of New Zealand to the United Nations, and H.E. Mr. Brian Wallace, Permanent Representative of Jamaica to the United Nations, were appointed as Co-Chairs of the IAHWG.
The Informal Ad Hoc Working Group established under the UN80 Initiative convened its inaugural meeting with Member States on 16 September 2025, in accordance with General Assembly resolution 79/119.
