La conférence d'aujourd'hui sur la Libye a un objectif primordial : saisir ce moment pour la paix.
Une paix dont le peuple libyen est privé depuis bien trop longtemps.
Nous sommes ici pour montrer aux Libyens que la communauté internationale soutient fermement le processus qui les a menés jusqu'ici.
Et que nous continuerons à les soutenir dans l'organisation d'élections parlementaires et présidentielles inclusives et crédibles le 24 décembre, comme prévu par la Feuille de route politique adoptée en 2020, et mandatée par la résolution 2570 du Conseil de sécurité.
La majorité des Libyens sont favorables à la tenue de ces élections. Jusqu’à présent, près de trois millions de personnes se sont inscrites sur les listes électorales. Leurs aspirations et leur détermination à participer à des élections libres et équitables doivent être satisfaites.
Les femmes et les jeunes doivent pouvoir participer de manière égale et significative au processus électoral, à la fois comme électeurs et comme candidats.
Les élections représentent une étape essentielle sur la voie de la paix et de la stabilité. Cette étape doit être bâtie sur une base solide, avec des cadres inclusifs et crédibles qui puissent garantir son succès.
J'invite instamment les Libyens à se rassembler dans un esprit d'unité nationale, à surmonter les différences qui subsistent et à forger un consensus sur le cadre juridique des élections, en consultation avec toutes les institutions nationales compétentes, et dans le respect de leurs règles et procédures.
Les ambitions individuelles ne peuvent faire obstacle à la transition pacifique en Libye.
Et j'appelle toutes les parties libyennes à participer au processus électoral et à respecter les résultats des élections.
Excellencies,
The presence of foreign elements in Libya’s internal political and security affairs is a continued grave concern. I call once more for all foreign interference to end.
I commend the 5+5 Joint Military Commission, for its remarkable unity of purpose and the concrete progress it has achieved.
I am encouraged by the agreement on an Action Plan for the gradual, balanced, sequenced, and synchronized withdrawal of all mercenaries, foreign fighters, and foreign forces.
Now the plan must be implemented. And this requires the support and cooperation of all concerned stakeholders.
United Nations ceasefire monitors are in Libya to support and work closely with the 5+5 Joint Military Commission and with the Libyan Ceasefire Monitoring Mechanism.
The regional dimension of the withdrawal of foreign fighters cannot be overstated. I am encouraged by the ongoing dialogue between Libya and neighbouring countries on this issue.
I urge all Libyan and foreign actors to extend their full support to the 5+5 Joint Military Commission and to respect the arms embargo in Libya.
Member States cannot defend Libya’s national sovereignty and territorial integrity here in New York, and practice the opposite in Libya.
We also need to extend our collective focus to supporting national reconciliation efforts, and to building and strengthening rule of law institutions founded on human rights.
Libyan authorities have the responsibility to protect all people in Libya, including migrants and refugees. I am deeply concerned about the dire conditions that refugees and migrants continue to face in detention.
And we need transparent and equitable management of Libya’s wealth, as a starting point for the inclusive, sustainable development Libyans so desperately need.
Excellencies, Ladies and gentlemen,
Libya today is closer than it has been for many years to solving its internal crisis and breaking the cycle of political transitions.
We cannot miss this opportunity.
I urge all those with power and influence over the situation to put the nation’s wellbeing and prosperity ahead of their own personal interests.
Any party that deliberately undermines or sabotages peace must be held accountable.
The United Nations remains fully committed to working with Libyans, the African Union, the League of Arab States, the European Union, and neighbouring countries at this crucial time.

Today’s conference on Libya has one overriding goal: to seize this moment for peace.
Peace that the Libyan people have been denied for far too long.
We are here to show Libyans that the international community stands solidly behind the process that has led them to this point.
And that we will continue to support them through the organization of inclusive and credible parliamentary and presidential elections on 24 December, as envisaged under the Political Roadmap adopted in 2020, and mandated by Security Council resolution 2570.
The majority of Libyans support holding these elections. Nearly three million people have registered to vote so far. Their aspirations and determination to participate in free and fair elections must be met.
Women and young people must be able to participate equally and meaningfully in the electoral process, both as voters and candidates.
Elections are an essential next step on the road to peace and stability. This step has to be built on a strong foundation of inclusive and credible frameworks that can guarantee its success.
I strongly urge Libyans to come together in a spirit of national unity, to overcome remaining differences, and forge a consensus on the legal framework for the elections, in consultation with all relevant national institutions, adhering to their rules and procedures.
Individual ambitions cannot stand in the way of Libya’s peaceful transition.
And I call on all Libyan parties to participate in the election process, and to respect the election results.

Mesdames et Messieurs,
La présence d’éléments étrangers dans la politique interne et les affaires de sécurité de la Libye demeure vivement préoccupante. Je demande une fois de plus que toute ingérence étrangère cesse.
Je félicite la Commission militaire conjointe 5+5 pour sa remarquable unité de vues et pour les progrès concrets qu’elle a accomplis.
Je me félicite qu’un plan d’action ait été arrêté en vue du retrait progressif, équilibré, échelonné et synchronisé de tous les mercenaires, combattants étrangers et membres de forces étrangères.
Il reste maintenant à l’appliquer. Il faudra pour cela l’appui et la coopération de toutes les parties concernées.
Des observateurs du cessez-le-feu de l’ONU sont en Libye pour collaborer étroitement avec la Commission militaire conjointe 5+5 et le mécanisme de surveillance du cessez-le-feu en Libye.
On ne saurait trop le souligner : le retrait des combattants étrangers est un enjeu pour toute la région. Je me félicite du dialogue engagé entre la Libye et ses voisins à ce sujet.
Je demande instamment à tous les Libyens et à tous les acteurs étrangers de coopérer pleinement avec la Commission militaire conjointe 5+5 et de respecter l’embargo sur les armes.
Les États Membres ne peuvent guère dire, ici, à New York, qu’ils défendent la souveraineté nationale et l’intégrité territoriale de la Libye et faire le contraire en Libye.
Nous devons également nous attacher collectivement à concourir aux efforts de réconciliation nationale et à ériger des institutions de l’état de droit fondées sur les droits humains et à les renforcer.
Les autorités libyennes ont la responsabilité de protéger toute personne en Libye, y compris les migrants et les réfugiés. Les conditions épouvantables que continuent de subir les personnes placées en détention sont très préoccupantes.
Il est indispensable que les richesses de la Libye soient gérées de manière transparente et équitable ; c’est la clé du développement durable et inclusif dont les Libyens ont tant besoin.
Mesdames et messieurs,
La Libye n’a jamais été aussi près aujourd’hui de régler ses crises internes et de rompre le cercle des transitions politiques.
Ne laissons pas passer cette occasion.
J’engage toutes les personnes qui ont du pouvoir et de l’influence sur la situation à faire passer le bien-être et la prospérité de la nation avant leurs intérêts personnels.
Toute partie qui viendrait à saper ou saboter délibérément la paix devra être amenée à répondre de ses actes.
L’ONU demeure pleinement résolue à collaborer avec les Libyens, l’Union africaine, la Ligue des États arabes, l’Union européenne et les pays de la région en ce moment charnière.

أصحاب السعادة، حضرات السيدات والسادة،
إن المؤتمر المعني بليبيا المنعقد اليوم له هدف واحد رئيسي هو اغتنام هذه اللحظة من أجل تحقيق السلام.
وهو السلام الذي حُرِم منه الشعب الليبي لفترة طويلة جدا.
ونحن نجتمع هنا لنظهر لليبيين أن المجتمع الدولي يساند بقوة المسار الذي قادهم إلى هذه النقطة.
وأننا سنواصل دعمهم من خلال تنظيم انتخابات برلمانية ورئاسية شاملة وذات مصداقية في 24 كانون الأول/ديسمبر، على النحو المتوخى في خارطة الطريق السياسية التي اعتمدت في عام 2020 والتي صدر بها تكليف بموجب قرار مجلس الأمن 2570.
وتؤيد غالبية الليبيين إجراء هذه الانتخابات. فقد بلغ عدد المسجلين للمشاركة في التصويت ما يقارب ثلاثة ملايين شخص حتى الآن. ويجب الاستجابة لتطلعاتهم وتصميمهم على المشاركة في انتخابات حرة ونزيهة.
ويجب أن يكون في مقدور النساء والشباب المشاركة على قدم المساواة وبصورة مجدية في المسار الانتخابي، كناخبين ومرشحين على حد سواء.
وهذه الانتخابات هي خطوة أساسية تالية على الطريق نحو إحلال السلام والاستقرار. ويتعين أن تكون هذه الخطوة مبنية على أساس متين من الأطر الشاملة والموثوقة التي يمكن أن تضمن نجاحها.
وأحث الليبيين بقوة على التكاتف بروح الوحدة الوطنية، والتغلب على الخلافات المتبقية، وبناء التوافق على الإطار القانوني للانتخابات، بالتشاور مع جميع المؤسسات الوطنية المعنية، والالتزام بقواعدها وإجراءاتها.
ولا يمكن للمطامح الفردية أن تكون حجر عثرة في طريق الانتقال السلمي في ليبيا.
وأناشد جميع الأطراف الليبية أن تشارك في المسار الانتخابي وتحترم نتائج الانتخابات.
أصحاب السعادة،
إن حضور عناصر أجنبية في الشؤون السياسية والأمنية الداخلية في ليبيا هو مصدر قلق بالغ مستمر. لذا أدعو مرة أخرى إلى وضع حد لجميع أشكال التدخل الأجنبي.
وأثني على اللجنة العسكرية المشتركة 5+5، لوحدتها المرموقة في الهدف المنشود والتقدم الملموس الذي أحرزته.
ومن بواعث التفاؤل لدي الاتفاقُ على خطة عمل للانسحاب التدريجي والمتوازن والمتسلسل والمتزامن لجميع المرتزقة والمقاتلين الأجانب والقوات الأجنبية.
ويجب تنفيذ تلك الخطة الآن. وهذا يتطلب دعم جميع أصحاب المصلحة المعنيين وتعاونهم.
ويوجد مراقبو وقف إطلاق النار التابعون للأمم المتحدة في ليبيا لدعم اللجنة العسكرية المشتركة 5+5 والعمل عن كثب معها ومع الآلية الليبية لرصد وقف إطلاق النار.
ولا يمكن التقليل من شأن البعد الإقليمي لانسحاب المقاتلين الأجانب. ويشجعني على التفاؤل الحوارُ الجاري بين ليبيا والبلدان المجاورة بشأن هذه المسألة.
وأحث جميع الأطراف الليبية والأجنبية على تقديم دعمها الكامل للجنة العسكرية المشتركة 5+5 واحترام حظر توريد الأسلحة إلى ليبيا.
ولا يمكن للدول الأعضاء أن تدافع عن السيادة الوطنية الليبية ووحدة أراضيها هنا في نيويورك، وتقوم بعكس ذلك في ليبيا.
وعلينا أيضا أن نوسع نطاق تركيزنا الجماعي ليشمل دعم جهود المصالحة الوطنية، وبناء مؤسسات سيادة القانون القائمة على حقوق الإنسان وتعزيزها.
وتتحمل السلطات الليبية مسؤولية حماية جميع الناس في ليبيا، بمن فيهم المهاجرون واللاجئون. ويساورني القلق البالغ من الظروف المزرية التي لا يزال اللاجئون والمهاجرون يواجهونها في أثناء الاحتجاز.
ونحن بحاجة إلى إدارة شفافة وعادلة للثروة الليبية كمنطلق لتحقيق التنمية الشاملة والمستدامة التي تشتد إليها حاجة الليبيين.
أصحاب السعادة، حضرات السيدات والسادة،
إن ليبيا اليومَ أقرب إلى حل أزمتها الداخلية وكسر دوامة الانتقالات السياسية مما كانت عليه على امتداد سنوات عديدة.
فلا يمكننا أن نفوت هذه الفرصة.
وأحث جميعَ من لديهم السلطة والنفوذ على الوضع على أن يقدموا رفاهية البلد وازدهاره على مصالحهم الشخصية.
وأي طرف يتعمد تقويض السلام أو تخريبه يجب أن يحاسب.
ولا تزال الأمم المتحدة ملتزمة التزاما كاملا بالعمل مع الليبيين والاتحاد الأفريقي، والجامعة العربية، والاتحاد الأوروبي، والبلدان المجاورة في هذا الظرف الحاسم.
