The Secretary-General greatly appreciates the work of Carlos Castresana, as Commissioner CICIG, in the struggle against impunity and the dismantling of illegal armed groups in Guatemala. He and his staff have worked courageously for more than two and half years so that Guatemalans can have a justice system that defends and protects them. Following Mr. Castresana's announcement today that he will be leaving the Commission, the Secretary-General intends to proceed with the appointment of a qualified replacement who can build on the progress achieved to date and lead CICIG through the remainder of its mandate.
The CICIG is a ground-breaking initiative whose investigations and prosecutions are stirring hope in Guatemala that impunity can be defeated. The success of this partnership requires that the international commitment be matched by an equal commitment on the part of the national authorities. The Secretary-General expresses his hope that critical policy recommendations of CICIG will be implemented soon, and that the government ensures that key positions in the justice sector are filled with qualified candidates.
The United Nations is strongly committed to the success of CICIG, and calls for a determined effort by national authorities to take full advantage of the assistance it can provide during the remaining period of its mandate.

Comisión Internacional Contra la Impunidad en Guatemala (CICIG)
El Secretario General aprecia enormemente la labor de Carlos Castresana como Comisionado de la CICIG en la lucha contra la impunidad y el desmantelamiento de grupos ilegales armados en Guatemala. Él y su personal han trabajado con valentía durante más de dos años y medio para que los guatemaltecos puedan tener un sistema de justicia que los defienda y proteja. Tras el anuncio de hoy del Sr. Castresana de que dejará la Comisión, el Secretario General tiene la intención de proceder al nombramiento de un sustituto calificado que pueda añadir al progreso alcanzado hasta la fecha y dirigir la CICIG durante el resto de su mandato.
La CICIG es una iniciativa sin precedentes cuyas investigaciones y acción fiscalizadora están alimentando la esperanza en Guatemala de que la impunidad puede ser vencida. El éxito de este esfuerzo conjunto requiere que el compromiso de la comunidad internacional se vea acompañado por un compromiso similar por parte de las autoridades nacionales. El Secretario General expresa su esperanza de que las importantes recomendaciones de la CICIG sean puestas en práctica pronto y que el Gobierno garantize que posiciones clave en el sector de la justicia serán nombradas con candidatos calificados.
