Readout of the Secretary-General’s meeting with H.E. Mr. Nabil Fahmy, Foreign Minister of the Arab Republic of Egypt

Ban Ki-Moon, Former Secretary-General

The Secretary-General met with H.E. Mr. Nabil Fahmy, Minister for Foreign Affairs of the Arab Republic of Egypt.
The Secretary-General condemned the recent terror attacks in Egypt and offered United Nations’ support. He underscored that there can be no justification for acts of terror.
Following up on their 2 April meeting in Brussels, the Secretary-General and Foreign Minister discussed regional issues related to international peace and security.  They compared notes on the Middle East Peace Process and Nile Water issues as well as developments in Syria and Libya and Non-Proliferation of Nuclear Weapons.  The Secretary-General noted the importance of Egypt’s leadership role in the region.
In discussing Egypt’s transition, the Secretary-General stressed the need for all laws to comply with Egypt’s international human rights obligations.  He welcomed the Egyptian authorities’ decision to engage in dialogue on the draft amendment to the legal framework to counter terrorism, as well as the drafting of a new law criminalising sexual harassment.
Recalling his earlier statements, the Secretary-General conveyed to the Minister his strong concerns over the imposition of preliminary mass death sentences, the large number of arrests and sentencing under the recent law regulating protest, reports about prison conditions, as well as the continued detention of journalists.  He stressed that freedom of assembly and expression and credible elections are essential elements in any democratic society.
