Secretary-General's message to the Eighth Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO)

Mr. Miroslav Jenča, Head of the UN Regional Centre for Preventive Diplomacy for Central Asia

I am pleased to convey my greetings to the Council of Heads of State of the Shanghai Cooperation Organization on the occasion of its eighth meeting.

 

The SCO has emerged as a significant factor in the promotion of mutual understanding, dialogue, stability and development in Eurasia. Against the backdrop of geopolitical change and the rise of new challenges and threats, the Organization has quickly developed a strong vision, institutional capacities and an impressive array of initiatives.

 

In particular, the SCO has shown an unequivocal commitment to combating terrorism and extremism, and confronting the complex challenges posed by separatism. This commitment has been supported by practical measures, which have already yielded tangible results. I am confident that the work of the SCO will further the collective efforts of the international community in this area, where the seriousness of these threats is matched by our obligation to uphold and protect the dignity of individuals and fundamental freedoms.

 

Your Organization has also expanded its activities in such areas as trade, development, environment and culture. These initiatives not only strengthen bonds among Member States, but bring new opportunities to their combined population of nearly 1.5 billion people.

 

The complex challenges of our era require a collective response. I am pleased that the SCO has working contacts with the UN Economic and Social Commission for Asia and the Pacific, the UN Development Programme and several other entities. Your observer status in the General Assembly provides another basis on which to intensify our partnership. And the recent establishment of the UN Regional Centre for Preventive Diplomacy for Central Asia will offer further opportunities for deepening our collaboration in a crucial area. I look forward to our continued engagement, and offer my best wishes for the success of your deliberations.
