Opening Remarks at High-Level Dialogue on the implementation of the United Nations Decade of Sustainable Energy for All 2014-2024: A Mid-Point Review

Excellencies,Distinguished Participants,Ladies and Gentlemen,

It gives me great pleasure to welcome you to the High-Level Dialogue on the implementation of the United Nations Decade of Sustainable Energy for All 2014-2024: A Mid-Point Review.

I wish to express my sincere gratitude to the Office of the President of the General Assembly, the Co-Chairs of the Group of Friends of Sustainable Energy, Special Envoy de Alba, USG ‘Utoikamanu, Co-Chairs and members of UN-Energy, and members of the SDG 7 Technical Advisory Group, for their collaboration and support on this dialogue.

In 2012, the General Assembly declared the Decade of Sustainable Energy for All 2014–2024, underscoring the importance of energy issues for sustainable development.

And in 2018, through resolution 73/236 on “Ensuring access to affordable, reliable, sustainable and modern energy for all”, the General Assembly mandated today’s gathering to discuss the implementation of the United Nations Decade of Sustainable Energy for All at its mid-point.

The United Nations Department of Economic and Social Affairs is honored to convene this timely dialogue. It provides an important platform to discuss major issues and demonstrate action related to the Decade and its global action plan.

Its objective is to facilitate the sharing of best practices, lessons learned, and identify challenges and emerging opportunities related to SDG 7. A strong focus is on interlinkages between SDG 7 and other SDGs, including climate action.Ladies and gentlemen,

This conversation could not be more urgent.

Transforming the energy pathway is central to achieving the 2030 Agenda for Sustainable Development. This point is also emphasized by the forthcoming Global Sustainable Development Report, currently under preparation by an Independent Group of Scientists appointed by the Secretary General, which will be released soon.

We strongly believe that we can still achieve SDG 7. However, the 2019 SDG 7 Tracking Report, to be launched later today, confirms that we are not on track to achieve our targets.

We must rally greater political will and stronger cooperation. And we must mobilize higher levels of public and private investments into a sustainable energy future.

I wish to commend the SDG 7 indicator custodians, namely the International Energy Agency, the International Renewable Energy Agency, the Statistics Division in DESA, the World Bank and the World Health Organization for their outstanding work and cooperation to jointly develop this annual tracking report.

We also aim with this Dialogue to promote synergetic action between the SDGs and climate action. This is key to help rally commitments in support of the Climate Action Summit and the SDG Summit in September.

We are building on the outcomes of the first global conference on synergies between the 2030 Agenda and the Paris Agreement – held in Copenhagen this April – which UN DESA co-organized with the UNFCCC secretariat.

The conference explored avenues for a more coherent implementation of climate action and sustainable development objectives. This is needed to strengthen synergies and advance coordinated efforts to achieve the SDGs and implement the Paris Agreement. As a follow up, we aim to establish a global knowledge platform to continue gathering and disseminating best practices.

Ladies and Gentlemen,

We need to ensure that we have the right mechanisms in place to improve the performance of the multilateral system in promoting SDG 7, and of course the sustainable development agenda as a whole. As the secretariat for UN-Energy, UNDESA is eager to assist in the revitalization of this critically important coordination mechanism, on energy issues within the UN system.

We are grateful to Mr. Achim Steiner and Ms. Rachel Kyte for their steadfast leadership as Co-Chairs of UN-Energy. We hope that today’s conversation will contribute to strengthening our collective actions to achieve SDG 7.

Ladies and gentlemen,

As secretariat for the High-Level Political Forum, UN DESA convened the multi-stakeholder SDG 7 Technical Advisory Group in 2018 to support the forum’s review process.

We are proud to launch the 2019 edition of the SDG 7 Policy Briefs, coordinated by the SDG7-Technical Advisory Group. These policy briefs will provide a strong basis for determining what needs to be done to scale up and accelerate progress on SDG 7, between now and 2030. They will also inform the High-Level Political Forum on Sustainable Development in July as well as the Climate Action Summit, the SDG Summit and the High-Level Review of SAMOA Pathway, in September.

UN DESA commends the outstanding work of SDG7 Technical Advisory Group under the exemplary leadership of the two Co-Chairs, Ms. Sheila Oparaocha and Mr. Hans Olav Ibrekk. We will continue to support and strengthen the group to assist in delivering simultaneously on the 2030 Agenda and the Paris Agreement.
