
Katri Lõhmus is an Adviser on Political Affairs, Peace and Security in the Office of the President of the 78th Session of the United Nations General Assembly.
Prior to joining the OPGA, Katri served for five years in the Permanent Mission of Estonia to the United Nations in New York, mainly responsible for international peace and security issues. Most recently Katri represented Estonia at the UN’s First Committee, and covered Ukraine and other European files in the Security Council, as well as in General Assembly. During Estonia’s membership of the Security Council (2020 – 2021), Katri was in charge of disarmament and non-proliferation files such as Syria, Iran, DPRK and 1718 committee, and 1540 committee. Katri was also the focal point in the Mission on cybersecurity, being actively engaged in Estonia’s efforts to bring cybersecurity issues before the Security Council.
Prior to joining the Mission in New York, Katri served at the Legal Department of Estonia’s Ministry of Foreign Affairs, working on human rights issues with the focus on the European Court of Human Rights and UN Human Rights Council. Before joining the foreign service, she worked as an Adviser in the Constitutional Review Chamber of the Supreme Court of Estonia.
Katri holds a law degree from the University of Tartu in Estonia, a Master’s degree in medical jurisprudence from the University of Edinburgh in the United Kingdom, as well as a PhD in legal theory and human rights law from the University of Edinburgh. She speaks Estonian, English as well as some French and German.
