Carl Mercer is the Team Leader for Communications, Media, Advocacy, and Speechwriting.
Carl has previously worked in the Cabinets of the 73rd, 75th and 76th Presidents of the General Assembly.
Prior to joining the 78th Session, Carl provided communications and speechwriting support to the COP28 Presidency of the United Arab Emirates.
Earlier in his career, Carl spent seven years with the United Nations Development Programme (UNDP), focusing on communications and advocacy around climate change, disaster risk reduction, and sustainable energy.
Carl has previously worked for non-governmental organizations in Angola, Chad, Ethiopia, France, Indonesia, Liberia, South Sudan, the United Republic of Tanzania, and the United States.
Carl holds a Bachelor of Arts in Political Science from Memorial University of Newfoundland and Labrador (Canada), as well as Master’s Degree in International Relations, Conflict and Human Rights, from Utrecht University (Netherlands).
