
Overview
The United Nations-led intergovernmental process on Beyond GDP provides a platform for Member States to consider how to complement Gross Domestic Product (GDP) with broader measures of progress that better capture people’s well-being, inclusion, and sustainability.
Mandated by Member States through the Pact for the Future, Spain and Guyana were appointed as co-facilitators in April 2026. Through the intergovernmental process, Member States will consider the proposals contained in the final report of the High-Level Expert Group, presented in May 2026, and agree on necessary actions to advance this agenda. With this, the intergovernmental process represents the transition from the technical phase — led by the High-Level Expert Group on Beyond GDP — to a political phase aimed at building consensus on the way forward.
Stakeholder Engagement
The process is supported by engagement with a wide range of stakeholders, including academia, civil society, international organizations, international financial institutions, and the private sector. Stakeholder inputs have played an important role in shaping the agenda and will continue to inform its implementation.

Support to the Process
An interagency Secretariat — comprising DESA, UNCTAD, UNDP, and the Executive Office of the Secretary-General — provides support to the co-facilitators of the intergovernmental process.
