Evaluation

The current Development Account evaluation system, rolled out at the end of 2019 with the issuance of the Account’s evaluation framework and project evaluation guidelines, aims to support accountability for results and promote learning at both project and programme levels.  

Evaluations of Development Account-funded projects are led by the implementing entities and guided by the Development Account project evaluation guidelines and other supplementary guidance notes, as well as the entities’ respective evaluation policies, procedures and practices. Since the 11th tranche, half of the projects of each tranche are selected for terminal evaluation. While all projects with a budget of USD 1 million or more are automatically selected, other projects are selected for evaluation based on their strategic importance and relevance to the implementing entities’ mandates, pressing knowledge gaps and/or approaches with the potential for replication or scaping up.       

Programme-level evaluations, introduced by the 2019 Development Account evaluation framework, are managed by the central evaluation function within the Development Account Programme Management Team and supported by the evaluation units of the 10 Development Account implementing entities. The first programme-level evaluation, the evaluation of the 10th tranche Programme on Statistics and Data, implemented jointly by all the 10 entities, was finalized in November 2022.
